Value International Group is seeking a Cost Engineer to support the company’s tendering, cost estimation, cost analysis, and pricing activities. The role is responsible for reviewing tender requirements, analyzing drawings and BOQs, preparing accurate project cost estimates and pricing, evaluating supplier, subcontractor, and specialist consultant quotations, and supporting accurate and competitive project pricing. The successful candidate will work closely with the Technical, Commercial, Procurement, and Project teams to ensure that tender pricing is accurate, competitive, complete, commercially viable, compliant with tender requirements, and completed within the required deadlines.

Job Summary
Value International Group is seeking a Cost Engineer to support the company’s tendering, cost estimation, cost analysis, and pricing activities. The role is responsible for reviewing tender requirements, analyzing drawings and BOQs, preparing accurate project cost estimates and pricing, evaluating supplier, subcontractor, and specialist consultant quotations, and supporting accurate and competitive project pricing. The successful candidate will work closely with the Technical, Commercial, Procurement, and Project teams to ensure that tender pricing is accurate, competitive, complete, commercially viable, compliant with tender requirements, and completed within the required deadlines.
Key Responsibilities
- Tender & Document Review
- Review tender documents, RFQs, RFPs, ITTs, scope of work, drawings, specifications, BOQs, and contractual requirements.
- Identify project requirements, exclusions, assumptions, and missing information.
- Review quantities and scope to ensure alignment between tender documents and pricing.
- Highlight technical or commercial issues that may affect project cost.
- Identify key commercial conditions affecting pricing.
- Prepare and document cost-related clarifications, assumptions, exclusions, and qualifications where required.
- Cost Estimation & Quantity Analysis
- Prepare detailed project cost estimates based on drawings, specifications, BOQs, and scope of work.
- Perform quantity take-offs and verify BOQ quantities where required.
- Estimate costs for materials, labor, equipment, subcontractors, specialist consultants, technical resources, professional services, and other project requirements where applicable.
- Develop and maintain appropriate cost rates and pricing references.
- Ensure that estimates are accurate, consistent, and properly documented.
- Prepare man-hour, resource, and consultancy fee estimates where applicable.
- Estimate required technical resources, disciplines, and level of effort based on the project scope and tender requirements.
- Tender Pricing
- Prepare detailed tender pricing and cost breakdowns.
- Obtain, review, and compare quotations from suppliers, subcontractors, specialist consultants, and potential subconsultants where required.
- Analyze market rates and available cost information to support competitive pricing.
- Identify opportunities for cost optimization while maintaining project requirements.
- Coordinate with management on final pricing, assumptions, and commercial considerations.
- Support the development of competitive pricing strategies while maintaining the required project scope and commercial objectives.
- Review pricing to ensure consistency with the technical scope, methodology, resources, and project schedule.
- Supplier, Subcontractor & Consultant Cost Evaluation
- Request and collect quotations from suppliers, subcontractors, and specialist consultants as required.
- Review quotations for completeness, scope alignment, quantities, rates, exclusions, and commercial conditions.
- Prepare quotation comparison sheets and cost evaluations.
- Identify differences, exclusions, and potential cost risks within received quotations.
- Coordinate with Procurement and Technical teams to clarify cost-related requirements.
- Evaluate quotations against project requirements and scope of work.
- Cost Control & Analysis
- Monitor and analyze project cost information when required.
- Compare estimated costs against available actual cost data.
- Identify significant cost variances and potential cost risks.
- Support cost forecasting and project cost analysis.
- Provide cost information to support management decision-making.
- Contribute to maintaining and updating historical cost data and cost benchmarks.
- Reporting & Documentation
- Prepare cost estimates, pricing summaries, cost breakdowns, and tender cost reports.
- Document assumptions, exclusions, quotations, rates, quantities, and cost sources.
- Maintain organized records of estimates, tender opportunities, pricing references, supplier/subcontractor/consultant quotations, and historical tender data.
- Contribute to maintaining and updating the company’s cost and pricing database.
- Support the continuous improvement of the company’s cost estimation and pricing database.
- Accuracy and reliability of cost estimates and tender pricing.
- Timely completion of cost estimation and pricing activities.
- Accuracy of BOQ, quantity, and cost analysis.
- Quality and completeness of cost documentation.
- Effective evaluation and comparison of supplier, subcontractor, and consultant quotations.
- Contribution to competitive and commercially viable tender pricing.
- Compliance of pricing inputs with tender requirements and submission instructions.
- Accuracy of man-hour, resource, and consultancy fee estimates.
- Quality and completeness of cost assumptions, exclusions, and clarifications.
- Effective coordination with the Technical, Commercial, Procurement, and Project teams to meet tender deadlines.
- Bachelor’s Degree in Civil Engineering – Mandatory.
- 3–7 years of relevant experience in Cost Engineering, Cost Estimation, Tendering, or Pricing.
- Practical experience in construction tendering and cost estimation.
- Experience in consultancy, engineering, or construction project cost analysis is preferred.
- Strong experience in reviewing BOQs, drawings, specifications, and scope of work.
- Good knowledge of construction materials, labor, equipment, and subcontractor costs.
- Experience in preparing project estimates, pricing, and cost breakdowns.
- Experience in quantity take-offs and cost calculations.
- Experience in evaluating supplier and subcontractor quotations.
- Experience in preparing man-hour estimates, resource-based pricing, or consultancy fee estimates is an advantage.
- Strong written and spoken English.
- Strong analytical and numerical skills.
- Excellent attention to detail and accuracy.
- Strong understanding of cost estimation and tender pricing.
- Ability to analyze drawings, specifications, and BOQs.
- Strong Excel skills and familiarity with relevant estimation and pricing tools.
- Good understanding of construction costs and market rates.
- Good communication and coordination skills.
- Strong organizational and time-management skills.
- Ability to work under tight tender deadlines.
- Ability to work independently and effectively within a remote, multidisciplinary team.
- Strong understanding of tendering, cost estimation, and pricing processes.
- Ability to manage multiple cost estimation and pricing activities simultaneously.
- Ability to identify commercial risks, pricing gaps, assumptions, and exclusions within tender documents.
