Job Description - Data Analyst (Telework) (823154) Job Description Data Analyst (Telework) - ( 823154 ) Description Who We Are: The Texas Workforce Commission (TWC) is seeking a Data Analyst III-IV to join the Economic Analysis unit of the Labor Market Information (LMI) Department. The LMI department’s mission is to collect, produce, analyze, and disseminate accurate labor market information to assist customers in making informed choices for a variety of purposes, including business investment decision making, career exploration and planning, and public or private workforce investments. LMI is part of the Innovation & Insight (I|3) division, which supports and helps TWC unlock the power of its data to improve the services we provided to the employers, individuals, families, and communities of Texas. You must be a Texas resident to work for the Texas Workforce Commission. This position is located at 101 E 15th Street in Austin, TX but eligible to telecommute within the state of Texas. The employee may be required to attend in person meetings within the Austin, TX area. What you Will Do: The Data Analyst III-IV performs moderately complex to complex (journey-level) data analysis and data research. Work involves conducting detailed analysis of and extensive research on data, providing results, and monitoring and implementing data quality. May train others. Works under general supervision, with limited to moderate latitude for the use of initiative and independent judgment. The ideal candidate enjoys non-routine projects, has experience in economics, public administration or related data systems, and can perform moderately complex data analysis and data research and forecast work that will contribute to the positive transformation of services in Texas. Work will take place in a dynamic and active environment that at times may be stressful or demanding. A successful candidate will have the ability to adapt quickly to changing duties and work demands. Effective time management practices are needed to ensure assignments are timely and accurately produced despite interruptions and the emergence of new priorities. A successful candidate must have the ability to make difficult decisions and communicate effectively. GENERAL DUTIES: - Conduct full lifecycle analysis to include requirements, activities and design. - May develop and implement databases, data collection systems, data analytics techniques, and other strategies that optimize efficiency and quality to enhance LMI’s databases and support business operations, monitoring oversight and internal controls, and services delivery systems. - Assist in formulating and deploying methods for mitigating data entry, integrity, and collection issues. - Prepare technical reports to present and interpret data, identify alternative interpretations, and make and justify recommendations on data revisions. - Conduct multiple simultaneous tasks and prepares ad hoc analyses and reports on short time frames. - Generate insight through the collection, analysis, and evaluation of labor market data and related data to assist with economic studies and analysis, and interpretive reports. - Use statistical tools to identify, analyze, and interpret patterns and trends in complex data sets that could be helpful for the diagnosis and projections. - Assist in developing policies and procedures governing the appropriate use of data, as well as creates quality assurance protocols and reviews the work of other analysts. - Perform evaluative research projects and conducts studies - Serve as a subject matter expert for data system enhancements and mentor/train other data analysts. - Communicate effectively and demonstrates proficiency in data analytic software use. - Commit to continuous professional development, including but not limited to, learning about workforce policies and programs and initiatives, attending conferences and networking events, and training on scripting languages, data visualization software, etc. - May assist in developing and conducting presentations. - Perform related work as assigned. You Qualify With: -Data Analyst III: High school diploma or equivalent plus two years of full-time experience in data analysis, research, compilation and/or reporting work. -Data Analyst IV: High school diploma or equivalent plus three years of full-time experience in data analysis, research, compilation and/or reporting work. Both Levels: Each year (30 semester hours) of coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field may be substituted for one year of full-time experience in data analysis, research, compilation, and/or reporting work. Duty involves up to 10% travel within the state of Texas and the ability to lift 30 pounds. Preferred work schedule, Monday through Friday, starting between 7 and 9 AM, and ending between 4 and 6 PM. Flex scheduling and telecommuting opportunities are available depending on work performance and/or demonstration of need, but the individual should have the ability to regularly work on-site once the pandemic allows for safe, in-person work in a common office. You Are a Great Fit With: -Three years of experience in data analytic software applications, SQL or programming languages (e.g., Visual Studio Code, Python, etc.) -Knowledge or experience using SPSS, R or other statistical programs -Experience using Tableau, Data Visualization software, and Business Intelligence software -Experience with TWC data systems and programs preferred but not mandatory -Proficient in Microsoft Outlook, Word, Excel, and PowerPoint -Strong interpersonal abilities that cultivate a culture of continuous improvement -Experience in data analysis and the visual portrayal of information -Experience forecasting or projecting data -Excellent problem-solving skills and the ability to think “Outside of the Box” -Ability to communicate effectively using written, verbal, and visual means, including the creation and delivery of presentations. -Knowledge of database languages such as SQL, R, or Python -Knowledge of spreadsheet tools such as Microsoft Excel or Google Sheets for statistical analysis -Knowledge of data visualization software such as Tableau or PowerBI -Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS etc) -Skill in data cleaning and preparation -Skill in data analysis and exploration -Skill in creating data visualizations -Skill in creating dashboards and reports -Skill in writing and communication -Skill in decision-making and problem solving -Ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy -Ability to manage project activities. -Ability to establish project goals and objectives. -Ability to exercise sound judgment in making critical decisions. -Ability to analyze complex information and develop plans to address identified issues. -Ability to identify project risks and gaps. -Ability to prepare reports.
