Salary: $105,000.00 Annually Position Highlights Position Title: Data Strategy Business Analyst Location: Massachusetts Department of Public Health (hybrid) Position End Date: 6/30/2027 Salary: $105,000 plus benefits Overview The CDC Foundation is seeking a dependable and collaborative Business Analyst to support the Massachusetts Department of Public Health (DPH) Division of Data Strategy and Transformation (DST), within the Office of Health Data, Strategy, and Innovation (OHDSI). This office leads enterprise data modernization across the Department. A central component of this work is the Enterprise Data Platform (EDP), DPH’s cloud-based data platform that enables secure access to enterprise data while supporting modern analytics and data integration. Under the direction of the Portfolio and Project Manager, the Business Analyst serves as the primary liaison between public health programs and technical teams. The Business Analyst will conduct discovery of business processes and data workflows, identify functional needs, document requirements, and translate them into specifications for technical implementation. Working closely with epidemiologists, program managers, data stewards, architects, engineers, and project managers, the Business Analyst will support enterprise data onboarding, define requirements for data products and modernization initiatives, and help identify solutions that improve how data are managed, analyzed, and shared across the Department. Minimum Qualifications · Bachelor's degree in business administration, information systems, computer science, public health, data science, or a related field. · At least four (4) years of professional experience in business analysis, requirements gathering, business process improvement, data management, or related disciplines. · Demonstrated experience investigating, documenting, validating, and managing business and functional requirements. · Strong knowledge of business analysis methodologies, process mapping, workflow documentation, and requirements management. · Experience facilitating stakeholder interviews, workshops, and discovery sessions. · Understanding of data management concepts including data lifecycle, data integration, reporting, analytics, and governance. data management concepts including data lifecycle, data integration, reporting, analytics, and governance. · Familiarity with relational databases and SQL. · Working knowledge of modern data technologies such as Snowflake, cloud data platforms, or equivalent enterprise data environments. · Familiarity with analytical programming environments such as R or SAS. · Familiarity with Tableau, Power BI, or similar business intelligence platforms. · Experience working within Agile or other project management methodologies. · Experience defining requirements for dashboards, reports, self-service analytics, or data products. · Excellent written and verbal communication skills, including the ability to translate complex technical concepts for non-technical audiences and business requirements for technical teams. · Strong analytical, organizational, and problem-solving skills. · Demonstrated ability to develop clear documentation including business requirements, process flows, diagrams, presentations, and functional specifications. · Ability to work independently while collaborating effectively across multidisciplinary teams. · Ability to establish productive working relationships with diverse stakeholders across technical and programmatic disciplines. Preferred Qualifications: · Experience supporting enterprise data modernization initiatives. · Experience onboarding data into enterprise data platforms or data warehouses. · Experience working with cloud technologies such as Snowflake, AWS, Azure, or Informatica. · Knowledge of data architecture, metadata, data governance, or enterprise information management concepts. · Experience working in public health, healthcare, or government organizations. · Experience facilitating cross-functional teams through organizational or technology change initiatives. Responsibilities · Conduct business discovery to understand public health data workflows, business processes, and functional needs across DPH programs. · Document current-state processes, data flows, business rules, and functional requirements, translating business needs into clear technical specifications. · Support onboarding of data sources to the Enterprise Data Platform by defining project scope, documenting source systems, and coordinating requirements with technical implementation teams. · Collaborate with epidemiologists, program managers, data stewards, architects, engineers, and project managers throughout project planning and implementation. · Facilitate stakeholder interviews, workshops, and requirements validation sessions, and develop supporting documentation including process maps, workflow diagrams, business requirements, user stories, and presentations. · Support the design and implementation of enterprise data products and modernization initiatives, including dashboards, reports, data access solutions, and analytical capabilities. · Assist in solution design by identifying business challenges, evaluating options, and validating that delivered solutions meet stakeholder needs. · Develop and improve standards, templates, and methodologies for business analysis, enterprise data onboarding, and requirements management. · Foster effective communication and collaboration among DPH program areas, Enterprise Data Platform teams, and Executive Office of Health and Human Services technology partners. · Represent DST in cross-departmental meetings and working groups, conduct research on emerging data management practices and technologies, and support additional strategic initiatives as assigned. · Complete all required departmental training. Special Notes This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and Massachusetts Department of Public Health in order to best support the Massachusetts Department of Public Health in their public health programming. This position is a hybrid position with the expectation of one in-office day per week. This position will prioritize candidates residing in Massachusetts or the proximate New England Region.
