About the Division of Design and Engineering: Continuing over a century of visionary land stewardship, DCR’s Division of Design & Engineering (D&E) collaborates with colleagues within DCR, other agencies, and communities across the state to plan, design, build, and maintain a diversity of outdoor recreational experiences and unique landscapes throughout the Commonwealth. In addition, our staff is responsible for maintaining public infrastructure including dams, seawalls, parkways and park roads, sidewalks and trails, and stormwater systems. This requires employing a diverse range of talent including architects, engineers, landscape architects, planners, tradespeople as well as business, finance and administrative support who work together to support D&E’s mission. GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
Reporting to the Chief of the Division of Design and Engineering, this position will lead and oversee the execution of all activities related to the planning, design, construction and maintenance for all parkway and park road projects. The Deputy Chief of Transportation, Infrastructure, and Construction will provide innovative leadership and oversee the daily operations of the 50-person Bureau of Transportation, Infrastructure and Construction, evaluate current processes and procedures, develop policies and coordinate with other Bureaus and Offices to ensure the timely and efficient delivery of capital transportation projects.
The Bureau is responsible for over $100 million in parkway and park road capital projects annually managed by an interdisciplinary team of transportation, civil, and structural engineers with support from resident engineers, general construction inspectors and lab supervisors.
The position will be responsible for future-looking strategic initiatives focused on improving DCR’s parkway and park road network and better alignment of capital initiatives with a cost-effective approach to project delivery. The position will collaborate with the Division Chief and other staff on the development and prioritization of DCR’s Capital Improvement Plan (CIP).
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
Lead, plan, prioritize and oversee all technical transportation planning, design and construction initiatives for DCR and perform duties consistent with the goal of ensuring a safe, sustainable and equitable parkway and park road network.
Supervise and provide support for four (4) Section Heads (direct reports) overseeing transportation planning and engineering, field construction and materials testing, construction access permitting and accident recovery and electrical engineering.
Evaluate performance of staff through timely feedback and facilitate opportunities for professional growth and career advancement through short- and long-term performance goals.
Direct, mentor and coach reporting staff in the development of internal processes and systems to increase efficiencies in department workflow.
Develop and institute effective project and construction management policies, procedures and standards for designs and specifications to ensure that construction projects comply with all applicable laws and are completed within budget.
Develop long-range and annual capital budgets for design and construction. Establish and advocate for prioritization and funding of projects. Oversee preparation of operational and maintenance budgets; develop capital budget proposals and spending plans; track allocations, projects and spending.
Assign projects and programmatic areas of responsibility. Review and evaluate work methods and meet with key staff to identify and resolve problems as they arise.
Assess and monitor workload of subordinate staff and internal reporting relationships. Build and maintain staffing models to adequately support workload management. Identify opportunities for improvement; direct and implement change.
Develop and maintain active relationships with inter- and intra-agency personnel, federal and municipal agencies, contractors, advisory and various user groups stakeholders during design and construction projects to advocate for DCR's mission, and coordinate on projects as necessary
Collaborate with other Deputy Chiefs to ensure that projects are fully coordinated within the Division and engage directors of DCR operational units, and other interdisciplinary staff to ensure agency goals are met in the planning, engineering, and construction of transportation projects.
Communicate regularly by providing project status updates on the activities of the Bureau to ensure that the Chief of Design and Engineering and DCR leadership are aware of project progress, issues and obstacles.
Represent DCR on boards, commissions, committees and at public hearings. Prepare and present staff reports as requested.
Management and supervision of staff in the following roles:
Section Head, Transportation: Responsible for managing the planning, design and environmental permitting for parkway and park road repair and reconstruction projects
Section Head, Construction and Materials Testing: Provides oversight and supervision of contractors performing construction of DCR capital projects. Ensuring project controls are met and projects are built according to specifications. Manage parkway maintenance contracts
Section Head, Construction Access Permits and Accident Recovery: Reviews and issues construction access permits to third parties performing work on DCR property.
Section Head, Electrical: Responsible for designing, permitting and managing DCR’s lighting systems. Partners with other DCR offices on agency decarbonization efforts.
PREFERRED QUALIFICATIONS
Fifteen (15) years of transportation planning, civil engineering or a related field with progressive responsibility and a proven track record in the successful management of complex projects including budgeting, scheduling, contract management and public engagement.
Five (5) years of leadership experience at the Director/Manager level.
Professional Engineering license or professional certification in transportation planning.
Knowledge of federal and state transportation regulations and policies.
Experience with sustainability and multi-modal transportation concepts and practices.
Proficient in using transportation planning software and tools such as GIS, traffic modeling software and data visualization tools.
Experience working with diverse communities and addressing equity and social justice in transportation projects.
Possess effective organizational and analytical skills.
Knowledge and experience in environmental planning techniques, environmental permitting and stormwater management.
A familiarity and working knowledge of DCR facilities to articulate clearly all the goals and objectives of the agency.
Strong ability to lead and supervise multi-disciplinary teams in achieving program and project goals.
Superior interpersonal, written and oral communication skills.
Ability to speak confidently and competently in front of large groups.
Progressive thinker with management skills.
Strong experience in managing diverse groups of professional and technical staff.
Ability to identify issues and resolve conflicts.
Ability and willingness to work as a team member.
Ability to foster an environment of creativity, accountability, professional development and respect among staff and other Divisions.
Possession of a valid driver’s license.
Standard work hours for this position are determined by the supervisor. At the request of their supervisor, employees may be required to occasionally attend evening meetings or work on nights and weekends to meet operational needs, respond to emergencies, and support field activities. With their supervisor’s prior approval, employees may be temporarily granted flexibly from their standard work hours to accommodate any such required night and weekend activities.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
