Summary
The Deputy Contract Manager (DCM) works as a full-time employee of Zeiders Enterprises and provides leadership and quality assurance oversight in support of the CNIC Fleet and Family Support Program (FFSP) Global Contract. As a member of the contract management team, the DCM is responsible for managing customer relationships, developing integrated program strategy, and coordinating matrixed corporate and program support to the contract.
This position ensures contract-related activities, including Government interface, personnel management, program management, and budget management are conducted in accordance with the contract, FFSP policies and applicable laws. The DCM is expected to ensure all contract deliverables are provided on time IAW all Performance Work Statement (PWS) requirements and meet or exceed government expectations. The DCM will have frequent interface with government customers cultivating working relationships that enhance contract operations.
The DCM reports directly to and supports the Contract Manager in providing senior oversight for all contractual requirements.
Essential Duties and Responsibilities
- Government Interface
- In the absence of the Contract Manager, assumes the duties of the Contract Manager and serves as the primary Point of Contact for the Contracting Officer (KO), Contracting Officer’s Representative (COR), and the Government Program Manager. Attends meetings with Government Program Representatives with Contract Manager or on his/her behalf; establishes and maintains effective working relationships.
- Communicate regularly with Government Program Representatives to discuss contract status, staffing, performance, and emerging requirements.
- Coordinate government inquiries, data requests, and taskings with Contract Manager and appropriate corporate and contract personnel to ensure timely and accurate responses.
- Solicit and evaluate Government customer feedback to identify opportunities to improve service delivery, contract performance, and customer satisfaction.
- Program Management Support
- Support the Contract Manager in providing senior-level oversight and leadership for the CNIC FFSP Global Contract.
- Coordinate matrixed corporate and program resources to ensure effective execution of contract requirements across all program areas.
- Develop and implement integrated program strategies to support contract objectives, operational requirements, and Government priorities.
- Support preparation of briefings, reports, status updates, and other contract documentation required by Government or company leadership.
- Coordinates with contract and corporate operations support functions under the contract including Business Management, Finance, Human Resources, Information Systems Department (ISD), Learning and Development (L&D), Reporting, Compliance and Quality to meet mission success against consistent company practices.
- Contract Monitoring
- Monitor overall program performance and operational activities to ensure alignment with PWS requirements, customer and company policies, and applicable laws and regulations.
- Support the Contract Manager in assessing program risks, developing mitigation strategies, and implementing corrective actions as needed.
- Facilitate timely resolution of contract-related issues and coordinate corrective actions when performance deficiencies or compliance concerns are identified.
- Develops the strategy and approach for contract reporting and ensures that all deliverables meet or exceed all stated requirements.
- Ensures contract performance, budget and other performance standards are exceeded for assigned operational areas.
- Develops, implements and maintains standard operational policies, procedures, guidelines and documentation in support of the program for the effectiveness and efficiency of operations.
- Quality Control
- Provide quality assurance oversight to ensure program operations and deliverables consistently meet or exceed PWS requirements and Government expectations.
- Monitor trends in quality, customer feedback, performance metrics, and compliance indicators to identify recurring issues and areas for improvement.
- Promote continuous process improvement practices across contract operations.
- The DCM ensures successful execution of the program and provides reporting, briefing, quality control, budget execution and other support as required.
- Personnel Management and Supervision
- Supervises Senior Operations Managers who provide direct supervision and support to a geographically dispersed staff.
- Provide leadership and oversight of all contract personnel in coordination with the Contract Manager.
- Monitor employee performance and address personnel-related issues in coordination with appropriate corporate leadership and HR personnel.
- Support implementation of employee training, professional development, and performance improvement initiatives.
- Support employee recognition, engagement, and retention efforts that contribute to consistent and high-quality performance.
- Performs other duties as assigned.
Required Qualifications:
- Master’s degree with a preference in a behavioral health discipline.
- Ten (10) years or more demonstrated experience with military family support programs.
- Ten (10) years or more personnel management/staff supervision experience.
- Ten (10) years or more demonstrated experience with government contracting process through prior work experience.
- Professional experience with managing clinical counseling programs and leading counseling staff in support of a federal contract.
- Proficient in Microsoft Office Suite
- Prior budget management experience
- Excellent oral/written communication skills.
- Ability to effectively manage multiple priorities and lead change management activities. Must be a US Citizen in order to access to U.S. Government facilities and systems.
- A valid driver's license, transportation, and auto insurance are required to travel to assigned locations and nearby facilities as needed.
- Must pass a pre-employment background check and government clearance.
Preferred Qualifications:
- Experience managing social service program administration/management programs including multi-disciplinary areas of responsibility.
- Clinical state licensure at the full clinical practice level (i.e., LCSW; LPC; LMFT, PhD; or PsyD)
- Experience with government program management, design, development, implementation, evaluation and reporting.
- Successful experience using technology tools for the management of staff to include platforms such as an HRIS (UltiPro), Financial (Deltek) and Learning Management Systems.
- PMP Certification

- Facilitate Strategic Information Sharing: Demonstrated advanced proficiency in Microsoft Office, utilizing Word, Excel, and PowerPoint to compile executive-level data reports.
