***Security Clearance Required: A Final DoD Top Secret Clearance***
Primary Responsibilities:
The Deputy Contracts Director owns the post-award administration of CRL's prime contracts, task orders, and subcontracts, and is the designated successor to the Director of Contracts. The position oversees a portfolio of CPFF (completion and term/level-of-effort), Time-and-Materials, and Firm-Fixed-Price contracts, including classified contracts, and ensures full compliance with the FAR, the DFARS, and company policy. Under CRL's Contracts succession plan, the Deputy takes ownership of the prime contract portfolio in planned stages and is expected to assume the Director of Contracts role once defined readiness criteria are met, typically within 12 to 18 months of hire. Pricing and proposal work, including priced actions on existing contracts, is owned by the Pricing & Proposals Director; the Deputy owns each contract from award onward.
- Take ownership of prime contracts and task orders in the stages defined in the succession plan; complete knowledge transfer from the Director of Contracts; meet the readiness criteria for promotion to Director of Contracts
- Own post-award administration of all prime contracts and task orders; negotiate administrative and no-cost modifications with Contracting Officers; monitor funding, ceilings, and periods of performance; issue Limitation of Funds and Limitation of Cost notices (FAR 52.232-22 and 52.232-20)
- Direct and review the processing of incremental funding, ceiling, and administrative modifications performed by the Prime Contracts Administrator; approve modification acceptance within the limits of the Delegation of Authority
- Ensure contract actions comply with the FAR, DFARS, and applicable CAS requirements; enforce cost allowability and incurred cost requirements on CPFF; track hours and fee on term contracts; enforce labor qualifications and ceilings on T&M; manage scope and changes on FFP
- Through the Subcontracts Manager, approve subcontract actions within delegated authority, convert teaming agreements into subcontracts after award, ensure correct flowdowns and consent to subcontract, maintain a CPSR-ready purchasing system, and oversee small business plan reporting
- Receive and accept proposal-to-award hand-off packages before taking ownership of new awards; coordinate priced modifications, with Pricing & Proposals owning the price and Contracts executing and administering the modification
- Administer classified contracts and DD Form 254 requirements in coordination with Corporate Security and Special Programs
- Directly supervise, train, and evaluate the Subcontracts Manager, Contracts Administrator, and Prime Contracts Administrator; assign and review work, set performance goals, conduct annual evaluations, approve time off, and address performance issues; take part in hiring and termination decisions under company policy; serve as escalation point
- Serve as point of contact for DCMA, DCAA, and agency reviews of awarded contracts; identify contractual risk; support disputes, claims, and terminations with counsel
- Maintain contracts procedures and templates; ensure contract data provided to Finance for Deltek Costpoint is accurate and reconciled; report to leadership; oversee FAR 4.804 closeout and de-obligation reviews
