The Opportunity

We are looking for an accomplished Designated Person for Regulatory Compliance to join Maples Fund Management Ireland Limited ('MFM') as part of our financial services business in Dublin. The role may suit also an experienced compliance officer currently working within the funds or investment sector who wishes to make the next step in their career up to Designated Person PCF-39F/PCF-12.

MFM is the Maples Group's Alternative Investment Fund Manager and UCITS Management Company providing services to clients wishing to establish fund structures across the EU. With nearly 100 funds under management with AUM in excess of $12bn MFM is one of the leading providers of 3rd part hosted management company services.

This role reports directly to the Board of MFM and to the Head of Compliance, Ireland. There will also be ongoing engagement with the Global Maples Group Compliance function. The successful candidate will manage the Compliance Department of MFM and will have two direct reports to manage on a daily basis. The successful candidate will manage MFM's relationship with the Central Bank of Ireland and other EU Regulators as required. The successful candidate will be part of a small senior executive management team at MFM and is expected to lead by example, provide guidance to the MFM team and communicate effectively at a senior level.

Primary responsibilities include:

  • exercising responsibility for the MFM compliance programme designed to ensure MFM comply with, and detect violations of, applicable regulation and legislation including, but not limited to, all Prudential (including compliance with Management Company Guidance (CP86), delegated/outsourced oversight activity and Fitness and Probity requirements), and Financial Crime (including anti-money laundering/countering the financing of terrorism (AML/CFT)) matters;
  • ensuring, and providing guidance, that appropriate compliance and internal controls (including with respect to Prudential compliance standards, and Financial Crime prevention practices) are adopted, published and explained whilst ensuring that effective systems exist;
  • ensuring that MFM is at all times duly authorised to carry out its business in accordance with the provisions of the rules of the relevant regulator;
  • ensuring the compliance manual and all related policies and procedures continue to meet the requirements of the regulator and Group compliance requirements;
  • delivering Risk Assurance reviews of compliance of regulatory and Maples Group obligations. Including monitoring and reporting on the effectiveness of controls and the application of rules, regulations and the company’s compliance policies and procedures;
  • responsibility for ensuring that all regulatory filings are completed on time and liaising with relevant regulators as and when required;
  • ensuring all sanctions matters are promptly addressed;
  • oversight of the client onboarding and period review process from a Compliance perspective, delivering the ongoing financial crime compliance monitoring program including client reviews, transaction monitoring and screening against international watch / sanctions list and acting as MFM's MLRO;
  • providing regulatory and group compliance training to all employees ensuring they are aware of the content of the compliance manual, their personal compliance obligations, and other relevant procedures; and
  • reporting to the MFM board, internal committees and Group CCO on regulatory and industry compliance developments, summary of internal compliance queries, and summary of training position on a quarterly basis.

Requirements:

In addition to indisputably high ethical standards and autonomy, the ideal candidate possesses the following:

  • degree qualified with a strong academic background or strong relevant financial services experience in Compliance or Financial Crime;
  • at least 3-4 years ’ experience within an industry equivalent compliance function;
  • candidates with LCOI qualification will have an advantage;
  • experience working with a financial regulator highly advantageous;
  • strong attention to detail;
  • sound working knowledge of Microsoft Windows applications as well as the ability to use initiative and work well under pressure to meet deadlines;
  • excellent written and oral communication skills; and
  • demonstrable team collaboration skills..

Fitness and Probity:

This role is ‘Controlled Function’ as defined by the Central Bank Reform Act 2010 Regulations.

The holder of the position must comply with Fitness and Probity Standards (Code issued under Section 50 of the Central Bank Reform Act 2010, amended 2023) and conduct standards of behaviour (under Central Bank Individual Accountability Framework (IAF) Act 2023).
