Consider the opportunity of Development Compliance Officer - Planning Technician I with the Development Compliance Unit, Development Services Branch, and join an enthusiastic, collaborative enforcement and planning team to resolve land use issues and improve Edmonton's livability. You will become a skilled communicator by working with the team and stakeholders in neighbourhoods and business communities.
The role of these positions is to provide inspections and compliance functions within the Development Compliance Unit’s new Specialized Enforcement team. This new team will primarily focus on priority complaint types including lodging houses, secondary suites, and hardsurfacing for newer properties developed after 2016. This role will also undertake proactive inspections of priority development concerns. Critical elements of this position include supporting and improving Edmonton’s livability by supporting The City Plan through ensuring compliance with the City of Edmonton’s Zoning Bylaw 20001 and the Municipal Government Act. You will handle complaint files through the Unit’s established ‘4E’ escalated enforcement model. Additionally, you will provide information, interpretation, and direction regarding the Zoning Bylaw to development industry stakeholders, members of the public, and internal staff. Your success will be measured by your ability to achieve timely results in the context of a respectful, inclusive and service-minded style.
What will you do?
- Manage a caseload of compliance files through enforcement and inspections activities, preserve inspection information and evidence in accordance with statutory and legal regulations and internal inspection procedures
- Research, inspect, and investigate commercial, industrial, and residential property histories in accordance with established procedures for file reviews, to ensure development has been constructed in accordance with the approved plans, permits, and the Zoning Bylaw
- Review development plans to ensure those plans conform to standards, policies, and bylaw requirements
- Drive to and from sites with suspected bylaw contraventions, including occupied interior buildings, finished exterior sites, and active construction sites
- Collect evidence and other information of bylaw contraventions while on site, which may include photographic evidence, measurements, and owner and/or witness statements
- Apply appropriate elements of the escalated enforcement model where there are bylaw infractions. This includes providing education to citizens, issuing written or verbal warnings for non-compliance, or issuing enforcement orders, tickets, or violation notices
- Prepare case files, presentations, court briefs, and appeal hearings, and give evidence in court and Subdivision and Development Appeal Board hearings to provide accurate accounts of evidence from the investigations and to justify inspection, approvals, or enforcement decisions
- Process and respond to a high volume of complaints related to the Zoning Bylaw and provide technical advice and instructions regarding policy and procedures
- Other duties as required
Qualifications
:- 2-year diploma in Planning, Criminal Justice, Police & Investigations, or a related field from a recognized post-secondary institution
- 2 years of experience in planning, inspections, and enforcement-type work
- Eligibility to obtain and maintain Bylaw Enforcement Officer status
Skills required for success:
- Demonstrated ability to apply critical thinking, ethical judgement, discretion, professionalism, and diplomacy when working through complex inspections, compliance, and enforcement matters
- Strong analytical thinking skills and demonstrated attention to detail
- Strong customer service and conflict resolution skills - with the ability to actively listen and communicate inclusively and respectfully, and to manage and resolve confrontational situations effectively
- Knowledge and experience with planning or enforcement terminology, practices, procedures, and work methods
- Ability to interpret regulatory, legal, and statutory documents including legislation and bylaws governing the business activities of the area such as the Zoning Bylaw and the Municipal Government Act
- Proficiency and familiarity with reading and interpreting construction blueprints, development permit plans, real property reports
- Demonstrated ability to conduct inspections and gather evidence in all weather conditions while working alone and maintaining a high standard of safety on active construction sites, or other commercial, industrial, or residential properties
- Knowledge of investigative techniques, bylaws, enforcement powers and authority, court proceedings, and rules of evidence
- Strong organisational skills with the ability to work independently and with a high degree of accuracy without additional support/review/proofreading
- Exceptional organisational and time management skills with a demonstrated ability to prioritise high volumes of competing work
- Strong verbal and written communication skills, including public speaking, report writing, letter composition, stakeholder and preparation/presentation of court materials
- Proficiency with: Google Suite, Google Docs, Microsoft Excel/Google Sheets, Microsoft Powerpoint/Google Slides and with other enterprise systems including but not limited to POSSE, CORES, SPIN, SAP, SLIM, Pictometry and GIS

Conditions of Employment:
- Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
- Valid Alberta Class 5 driver's licence (or provincial equivalent); the successful candidate must arrange for their own transportation to be reimbursed in accordance with City of Edmonton policy; this may require business auto insurance
- Compliance with the City of Edmonton's safety standards for Personal Protective Equipment (PPE) is a requirement for this position
- First Aid, CPR and AED certificates are required

Work Environment:
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
- Availability in early mornings or late evenings may be required from time to time
- This role works in both indoor and outdoor settings
- Exposure to environmental conditions, including extreme temperatures, inclement weather, dust, noise, light variation, vibrations, chemicals, and exposure to mechanical and electrical hazards may occur
- This role requires completion of repetitive and strenuous tasks such as standing or walking for prolonged periods
