We are seeking a Developmental Disabilities Subject Matter Expert to advise the project team on developmental disabilities programs, HCBS waiver policy and Medicaid financing so that stakeholder engagement, communications and improvement initiatives are accurate and grounded in how the service system actually works.

Location: Remote. Occasional travel to Baltimore, MD is required.

Responsibilities

  • Advise on state DD agency operations, HCBS waiver design and policy, administrative claiming and program integrity considerations as they affect stakeholder communications and reforms.
  • Review stakeholder-facing materials (FAQs, fact sheets, presentations) for policy and programmatic accuracy.
  • Interpret stakeholder feedback and data findings; contribute to quarterly feedback summaries and improvement project briefs.
  • Participate in monthly executive reviews and selected listening sessions as needed.

Mandatory qualifications (all are required)

  • 10+ years in developmental disabilities administration at a state DD agency or state Medicaid/HHS agency, including senior-level responsibility (division director, deputy director or equivalent).
  • Direct experience designing, amending or operating Medicaid HCBS waivers (1915(c) or equivalent) for people with intellectual and developmental disabilities.
  • Working knowledge of Medicaid administrative claiming and program integrity.
  • Demonstrated data and financial analysis experience (utilization, expenditure and rate analysis).
  • Policy analysis and stakeholder engagement experience in a DD or HHS setting.
  • Master's degree in public health, public administration, public policy, social work, health administration or a related field.
  • Available to start in December 2026 and to participate in meetings during Maryland business hours (8:00 AM to 5:00 PM ET).
  • Able to travel occasionally to Baltimore, MD for in-person meetings.
  • U.S. work authorization; sponsorship is not available for this role.
  • Independent of direct service providers funded by the client agency (no financial, ownership or organizational relationship).

Preferred

  • Experience with Maryland state developmental disabilities or Medicaid programs.
  • 3+ years in managed care or program integrity.
  • Bilingual English/Spanish.

Engagement details

  • Approximately 120 hours through June 30, 2027, scheduled flexibly around project milestones.
  • Remote; occasional travel to Baltimore, MD required.
  • 1099 contract; $75-$85 per hour.

This is a remote position.
