The University of Miami/UHealth, Department of Public Health has an exciting opportunity for a full time DevOps Engineer to work in Miami, FL.


We are seeking a skilled full stack Oracle APEX Software Developer to design, develop, test, deploy, and maintain secure, database-driven web applications using Oracle Application Express (APEX) and Oracle REST Data Services (ORDS) within an Oracle database environment. This role works closely with cancer registry staff, stakeholders, database administrators, and IT teams to deliver scalable, accessible, high-performance solutions and integrations that support cancer registry goals and objectives.


Core Job Functions:

  • Applies independent judgment and discretion in coordinating, developing, and designing computerized information systems solutions for business, engineering, or scientific problems.
  • Defines and develops practical information system specifications utilizing pseudo-code, flowcharts, block diagrams, charts, and layouts.
  • Conceives, creates, develops, establishes, and publishes new programming techniques, methods, procedures, approaches, and standards working with basic and advanced applications system design techniques and methodologies. Confers with end users and studies systems flow, data usage, and manual or automated processes to identify ineffective or inefficient systems.
  • Communicates and coordinates with customers during the analysis, definition, and development phases.
  • Determines the economic and operational feasibility of using computerized methods to satisfy information needs and presents proposals for new systems or the enhancement of existing systems.
  • Maintains awareness of state-of-the-art development tools, programming techniques, and computing equipment.
  • Participates in certain aspects of end user consulting, systems analysis, systems design, and vendor contracts.
  • Studies user functions and role in the enterprise to the extent required.
  • Recognizes and identifies potential areas where existing policies and procedures require change or where new ones need to be developed.
  • Adheres to University and unit-level policies and procedures and safeguards University assets.

Department Specific Functions:

  • Design, develop, test, deploy, and maintain applications using Oracle APEX and ORDS.
  • Build and maintain robust PL/SQL packages, procedures, and functions.
  • Develop and optimize complex SQL queries, indexing, and partitioning strategies for performance and scalability.
  • Translate cancer registry requirements into technical specifications and functional applications.
  • Create intuitive, responsive, and accessible user interfaces using APEX page design, dynamic actions, themes, HTML5, CSS3, JavaScript, and jQuery.
  • Integrate APEX applications with external systems using REST/SOAP APIs, web services, webhooks, and JSON/XML data exchanges.
  • Perform data modeling, schema design, and database architecture enhancements as needed.
  • Troubleshoot and resolve application issues, including performance tuning and debugging.
  • Ensure application security using secure development best practices, including authentication, authorization, encryption/data protection, and SSO/LDAP/OAuth integration.
  • Support Oracle database upgrades, migrations, maintenance, and cloud-based deployments.
  • Document system architecture, processes, and technical specifications.
  • Participate in code reviews and follow established development standards, Agile/Scrum practices, SDLC controls, automated testing, and CI/CD processes.
  • Other duties as assigned.

Core Qualifications:

  • Bachelor’s degree in relevant field required.
  • Minimum 2 years of relevant experience required. Minimum 3 years of relevant full stack development experience using Oracle APEX in Oracle database environments preferred. Previous experience supporting a cancer registry, healthcare data environment, EHR/EMR integration, or other regulated data environment is preferred.

  • Strong proficiency in PL/SQL, complex SQL, Oracle Database architecture, data modeling, schema design, indexing, and performance tuning.
  • Experience with HTML5, CSS3, JavaScript, jQuery, responsive web design, accessibility, and modern web development concepts.
  • Experience with ORDS, REST/SOAP APIs, web services, webhooks, and JSON/XML integration.
  • Understanding of database performance tuning and indexing strategies.
  • Experience with version control and collaborative development workflows using Git.
  • Strong analytical and problem-solving skills.
  • Attention to detail and commitment to quality.
  • Ability to manage multiple projects and deadlines.
  • Ability to exercise sound judgment in making critical decisions.
  • Excellent skills in English (both written and oral) required.

Other Preferred Qualifications:

  • Advanced experience with Oracle REST Data Services (ORDS), including secure REST-enabled services.
  • Knowledge of APEX security best practices and authentication/authorization schemes, including SSO, LDAP, and OAuth.
  • Experience with Oracle Cloud Infrastructure (OCI) or other cloud-based deployments, including AWS or Azure.
  • Experience with BI/reporting tools (e.g., Oracle Analytics, Power BI).
  • Experience working in Agile/Scrum teams and with CI/CD pipelines such as GitHub Actions, GitLab CI/CD, Jenkins, or equivalent tools.
  • Experience with automated testing frameworks and test automation for database-driven web applications.
  • Familiarity with containerization and deployment technologies such as Docker and Kubernetes.
  • Experience with Oracle Database 19c/21c, Oracle Integration Cloud (OIC), or comparable integration platforms.
  • Familiarity with modern JavaScript frameworks such as React or Angular and server-side JavaScript technologies such as Node.js.
  • Experience supporting healthcare or other regulated environments, including HIPAA-aligned controls and EHR/EMR integrations.
  • APEX, Oracle Database, OCI, cloud, Agile, or DevOps certifications are a plus.
