Description
PhoenixTeam is hiring a Director of DevSecOps & Platform Engineering to lead a total team of 30+ personnel across the Department of Veterans Affairs (VA) Loan Guaranty (LGY) DSO 2.0 program. The position is accountable for staffing, budgets, delivery performance, and the reliability and security of the program’s engineering platforms and production services.
The work spans multiple applications and workstreams, including legacy systems that must remain operational as capabilities move to a Salesforce-centered platform supported by serverless services in a government cloud. Production systems operate 24/7, with releases at least monthly.
This position requires established senior management experience supported by substantial DevSecOps and platform engineering expertise. The Director works directly with federal customers and PhoenixTeam leadership and remains involved in architecture reviews, major incidents, and technical decisions. Technical project leadership or architectural responsibility alone does not satisfy the management requirement.
Key Functions
- Lead workforce planning, hiring, performance management, coaching, and resource allocation across the DevSecOps and platform engineering team.
- Manage assigned operating budgets and cost forecasts against staffing needs, service obligations, and delivery commitments.
- Present staffing, financial, and operational performance to federal customers and PhoenixTeam leadership, including deployment frequency, release quality, incident trends, recovery times, and manual engineering effort.
- Resolve competing priorities, dependencies, and delivery risks with architecture, product, cybersecurity, quality, and engineering teams.
- Direct CI/CD architecture, automated testing, and security and quality gates against the program’s target of build, test, and deployment pipeline execution in under one hour.
- Establish release controls for production verification, zero-downtime deployment, reliable rollback, and the program’s target of zero escaped critical defects.
- Direct infrastructure-as-code and configuration-management practices that control drift and allow complete environments to be provisioned or retired in days.
- Coordinate operational transitions, data exchanges, and decommissioning while keeping legacy systems stable, patched, and authorized throughout modernization.
- Own production availability against contractual service targets, including incident and problem management, root-cause remediation, capacity and performance management, and tested disaster recovery.
- Direct engineering support for authorization to operate (ATO), continuous monitoring, automated security evidence collection, and Zero Trust alignment.
- Maintain accountability for vulnerability remediation within the program’s deadlines of 30 days for critical findings, 60 days for high findings, and 90 days for medium findings.
- Oversee monitoring across infrastructure, applications, interfaces, batch jobs, and end-to-end business transactions to detect and diagnose failures before customers report them.
- Direct AI-assisted engineering workflows for diagnostics, testing, vulnerability analysis, documentation, and developer self-service within approved federal boundaries, with human validation and measured operational improvements.
Requirements
Minimum Qualifications
- 15+ years of relevant professional experience in DevSecOps, platform engineering, cloud infrastructure, software engineering, production operations, or closely related technology disciplines.
- 8+ years of engineering or technical leadership experience.
- Established senior management responsibility across multiple technical teams, including personnel decisions and accountability for staffing, budgets, and delivery outcomes.
- A substantial hands-on background designing and operating CI/CD, infrastructure as code, deployment automation, observability, and integrated security controls across multiple production technology stacks.
- Technical depth to review code and architecture, challenge engineering recommendations, and make informed design and operational decisions.
- Demonstrated accountability for mission-critical production services, including major incidents, root-cause remediation, capacity and performance management, and disaster recovery.
- Direct federal delivery experience involving ATO obligations, federal security controls, vulnerability-remediation deadlines, mandated tooling, and approval processes.
- Experience presenting and defending staffing, budget, delivery, and technical decisions to senior executives and federal customers.
- Demonstrated personal use of AI-assisted engineering tools, such as Claude Code, Cursor, or GitHub Copilot, with the ability to explain results, validation practices, and safeguards for restricted code, systems, and data.
- Ability to obtain and maintain a favorable federal Public Trust determination.
Preferred Qualifications or Skills
- Experience with Salesforce platform delivery or Copado release management.
- Experience with government cloud environments or serverless services.
- Experience with Splunk or comparable enterprise monitoring integrations.
- Experience supporting authorization packages, Plans of Action and Milestones (POA&Ms), or Zero Trust implementation.
- Experience decommissioning legacy systems or managing production transitions between legacy and modern platforms.
Mortgage or housing finance experience is not required.
Position Details
- Employment type: Full-Time, W2 employee.

- Department and program: Federal; VA Loan Guaranty DSO 2.0.
- Operational responsibilities: Leadership response to critical incidents and major releases supporting systems that operate 24/7.
