Job Description

The Director of Digital Experience (Back-End) is responsible for shaping and delivering Prime's digital strategy for how back-end systems, data, APIs, and interoperability capabilities connect members, clients, providers, pharmacies, internal stakeholders, and external partners with the information they need. This role will translate business, client, technology, and regulatory needs into a clear multi-year strategy and roadmap that enables secure, scalable, reusable, and standards-based data exchange. The Director will guide execution across business and technology teams, ensuring Prime’s digital foundation supports consistent experiences, meets applicable regulatory requirements, and aligns with FHIR and other required healthcare data formats.

Responsibilities

  • Define and lead Prime’s enterprise back-end digital experience, API, interoperability, and data-sharing strategy, translating business priorities, client needs, regulatory commitments, and technology modernization into a clear multi-year roadmap
  • Partner with internal stakeholders and clients to shape secure, reliable, and reusable capabilities that connect people and systems with the right data across member, provider, pharmacy, client, associate, partner, and emerging AI-enabled experiences
  • Lead business execution for interoperability initiatives by translating requirements into delivery plans, client commitments, testing strategies, operational readiness, and measurable outcomes while ensuring alignment with CMS requirements, FHIR implementation guides and versions, NCPDP standards, security, privacy, contractual obligations, and internal policies
  • Establish APIs and interoperability services as managed enterprise capabilities with clear ownership, governance, lifecycle standards, performance expectations, and a consistent experience for clients and other consumers to discover, test, implement, and operate Prime’s data-sharing solutions
  • Guide modernization from point-to-point and legacy integrations toward reusable platforms and services, including API gateways and catalogs, FHIR capabilities, data mapping, bulk exchange, event-based integration, and the planned migration of data producers and consumers
  • Lead a high-performing team and align architecture, engineering, data, security, compliance, legal, operations, product, and client teams to resolve barriers, manage risks and tradeoffs, drive accountability, represent Prime with external partners, and drive and measure adoption, reliability, compliance readiness, implementation speed, reuse, and value delivery
  • Other duties as assigned

Minimum Qualifications

  • Bachelors degree in Business Administration, Marketing, Information Technology or related area of study, or equivalent combination of education and/or relevant work experience
  • 8 years of work experience in operations and/or digital experience
  • 5 years management/people leadership experience

Must be eligible to work in the United States without the need for work visa or residency sponsorship

Additional Qualifications

  • Strategic thinker who can define a future-state vision and translate it into clear priorities, roadmaps, governance, operating models, measurable outcomes, and accountable delivery plans
  • Working knowledge of modern API, cloud, and data-sharing concepts, including REST APIs, API gateways and catalogs, reusable services, event-based integration, data mapping, identity, consent, security, and lifecycle management
  • Working knowledge of healthcare interoperability and data standards, including FHIR resources, implementation guides, version management, and relevant NCPDP standards
  • Ability to understand technical architecture, engage credibly with engineering and architecture teams, and explain complex technical and regulatory topics in clear business language to senior leaders, clients, and cross-functional partners
  • Demonstrated ability to build strong relationships, influence without direct authority, align business and technology leaders, and guide stakeholders through modernization, evolving regulations, and changing client needs
  • Decisive, results-driven leader with strong analytical and critical-thinking skills who can synthesize market, client, regulatory, data, and technology inputs, manage competing priorities and ambiguity, and make informed tradeoffs

Preferred Qualifications

  • Master’s degree in Business Administration, Information Technology, Health Informatics, or other related advanced degree

  • Pharmacy benefit management, payer, pharmacy, healthcare, or regulated-industry experience

  • CMS interoperability requirements, FHIR-based APIs, prior authorization interoperability, health plan or provider integrations, and client implementation support experience

  • Developed or lead enterprise API, interoperability, data platform, or integration modernization strategies

  • API product management, platform governance, and legacy service migration experience

  • Approved APIs as a secure foundation for emerging AI agents and automation familiarity

Potential pay for this position ranges from $124,000.00 - $211,000.00 based on experience and skills.
