Director, Disaster Human Services ICF is actively seeking a Director , Disaster Human Services to join our growing disaster human services practice. In this role, you will provide subject matter expertise and operational leadership to federal programs that support individuals and families before, during, and after disasters, emergencies, and other crises. You will bring deep experience in emergency repatriation and federal human services emergency response to help clients strengthen readiness and execute complex, human-centered operations. Key Responsibilities: Serve as a subject matter expert in emergency repatriation, disaster human services, mass care and emergency assistance , and human services emergency response and recovery Lead and support emergency repatriation readiness and operations, including operational planning, activation, survivor intake and assistance , resource coordination, transition, and demobilization activities Provide technical and operational guidance to multidisciplinary teams supporting emergency repatriation and other disaster human services missions Support federal clients in developing and implementing operational plans, standard operating procedures, job aids, training materials, exercises, and other tools that strengthen mission readiness and consistent service delivery Coordinate effectively with federal, state, tribal, territorial, local, and nongovernmental partners during planning and emergency operations Support the delivery of services to individuals and families affected by disasters, displacement, repatriation, and other crises using human-centered and trauma-informed approaches Help ensure operational activities align with applicable federal emergency management frameworks, program requirements, policies, and procedures Support training, exercises, just-in-time mission briefings, after-action activities, and continuous improvement efforts Identify operational risks, emerging needs, and opportunities to improve mission execution and communicate recommendations to project and client leadership Develop high-quality briefings, reports, operational guidance, and other client deliverables Build strong working relationships with clients, partners, and multidisciplinary project teams Contribute to business development, thought leadership, and other initiatives that advance ICF's disaster human services and emergency management capabilities Required Qualifications: Bachelor's degree in emergency management, public administration, human services, social work, public health, or a related field Minimum 10 years of professional experience supporting emergency management, emergency repatriation, disaster human services, mass care/emergency assistance , or related human services programs D emonstrated experience supporting complex federal human services emergency operations, including operational planning, coordination, readiness, deployment, or mission execution Demonstrated experience leading scalable disaster human services operations, including management of deployed personnel, operational readiness, and coordination across incident management functions Demonstrated knowledge of the National Response Framework, National Incident Management System (NIMS), Incident Command System (ICS), and federal disaster response structures and operations Experience coordinating with federal, state, tribal, territorial, local, or nongovernmental partners in emergency preparedness, response, or recovery environments Experience developing or implementing emergency plans, procedures, training, exercises, or operational guidance Professional Skills: Strong understanding of emergency repatriation and the disaster human services operational environment Proven ability to lead workstreams and multidisciplinary teams in complex, fast-paced environments Ability to translate policy, program requirements, and operational objectives into practical approaches for mission execution Strong understanding of human-centered and trauma-informed approaches to supporting individuals and families affected by emergencies and disasters Excellent judgment, problem-solving, and decision-making skills Strong written and verbal communication skills, including development of client-facing briefings, reports, and operational products Ability to establish trusted relationships and collaborate effectively with clients, partners, and internal teams Highly organized with the ability to manage multiple priorities and deliver high-quality work on time Ability to work effectively in a matrixed consulting environment Ability and willingness to support emergency operations outside normal business hours and travel or deploy, as required Bot and Third-Party Applications Please note that this application must be submitted directly by the applicant for consideration. Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position based on full-time employment is : $108,476.00 - $184,409.00 Nationwide Remote Office (US99)
