POSITION: SR. EPC Procurement Manager

POSITION SUMMARY

The Director of Procurement will lead and build Heelstone’s procurement function, setting the strategy for how the company sources equipment, materials, and services for the construction and operation of utility-scale solar and battery energy storage systems (BESS) projects across the U.S. This leader will own supplier strategy and key commercial relationships, oversee the procurement team, and partner with executive leadership to manage supply chain risk, control costs, and ensure on-time delivery across the project portfolio. This is a full-time position located in Durham, North Carolina.

RESPONSIBILITIES

  • Develop and execute a procurement and supply chain strategy that supports Heelstone’s growth plans, project pipeline, and financial objectives.
  • Build, lead, and develop the procurement team, including hiring, setting goals, managing performance, and growing team capabilities.
  • Establish and maintain procurement policies, procedures, standards, and controls, ensuring consistent execution and alignment with corporate EPC standards.
  • Own strategic relationships with key suppliers, manufacturers, and contractors, and develop new sources of supply to reduce risk and improve cost and delivery performance.
  • Lead negotiation of MSAs (Master Supply Agreements), framework agreements, and other high-value contracts for major equipment (e.g., modules, inverters, BESS, transformers) and EPC/BOP services.
  • Oversee the competitive bid process across the portfolio, including sourcing strategy, performance and evaluation criteria, contract award recommendations, and supplier and service provider performance management.
  • Direct the preparation of contract documents, including specifications, general and special conditions, and exhibits, in partnership with Legal, Development, Engineering, and Operations.
  • Identify and mitigate supply chain risks, including tariff, trade, domestic content, logistics, and supplier financial risk, and develop contingency plans to protect project schedules and budgets.
  • Analyze market trends and government/regulatory conditions (including tariff and incentive policy) and present procurement strategy recommendations to executive leadership.
  • Partner with Finance on procurement budgets, cost forecasting, and savings targets; establish and report on procurement KPIs.
  • Serve as the procurement lead on project acquisitions and due diligence, advising on procurement, construction, and operations strategy and costs.
  • Resolve escalated supplier, cost, and schedule issues across multiple concurrent projects, communicating clearly with internal and external stakeholders.
  • Other duties as assigned.

  • Excellent oral and written communication and presentation skills, including presenting to senior leadership
  • Highly proficient in MS Office, including Word, Excel, and PowerPoint; experience with ERP or procurement software a plus


    EDUCATION/PROFESSIONAL EXPERIENCE

    • Bachelor’s Degree in Finance, Engineering, Business, Supply Chain, or related field; MBA or advanced degree preferred
    • 10+ years of experience in procurement, supply chain, or related roles, including at least 5 years in a leadership role managing teams
    • Experience procuring equipment and services for utility-scale solar, BESS, or other power generation or infrastructure projects
    • Proven track record negotiating large, complex supply agreements and managing strategic supplier relationships
    • Strong understanding of the North American power market, including trade, tariff, and domestic content considerations
    • Demonstrated ability to build processes and lead a function across multiple projects in a growing organization
