Salary Range: $130,151.25 To $158,691.95 Annually Director of Finance and Administration Full-Time (Contract 12 Months – Possibility to extend) Department: Administration Location(s): Hybrid Reports To: Executive Director Job Class: Core Leader Salary Structure: $130,151.25 - $158,691.95 TEER Level: 0 NOC Code: 10010 Unionized: No Purpose of the Role The Director of Finance and Administration is responsible for overseeing the financial health, operational integrity, and administrative systems of Payukotayno: James and Hudson Bay Family Services. This leadership role ensures the agency’s finances, procurement, facilities, and business services are aligned with legal standards, strategic goals, and culturally safe service delivery rooted in Omushkego values. Reporting to the Associate Executive Director, the Director provides high-level financial stewardship, regulatory compliance, and operational oversight. The position ensures that fiscal policies and procedures reflect best practices in Indigenous nonprofit governance, Treaty 9 accountability, and the requirements of provincial and federal funders. Core Responsibilities 1. Financial Strategy and Stewardship Lead all budgeting, forecasting, and multi-year financial planning processes in alignment with the agency’s strategic priorities Ensure compliance with ISC, MCCSS, and other funder requirements, including regular reporting and audit readiness Provide financial advice to the Executive Team and Board, including risk management, cost-efficiency strategies, and investment planning 2. Financial Operations and Controls Oversee all accounting functions, including general ledger, payroll, receivables, payables, reconciliation, and financial statements Ensure implementation and enforcement of internal controls, financial policies, and accountability procedures Monitor monthly expenditures and variances across departments and recommend adjustments to support service sustainability 3. Procurement and Asset Management Develop and manage procurement policies and procedures to ensure transparent, ethical, and efficient purchasing Oversee contracts, lease agreements, and vendor relationships in accordance with applicable law and internal protocols Maintain a comprehensive asset inventory system and supervise capital planning, vehicle usage, and equipment lifecycle 4. Administrative Infrastructure and Operations Supervise administrative staff responsible for facilities, fleet, records, and general services Ensure agency facilities are maintained, safe, and fit-for-purpose, including emergency planning and office expansion projects Support sustainability initiatives, paperless operations, and streamlined administrative workflows 5. Fund Management and Proposal Support Collaborate on funding applications, special project budgeting, and proposal submissions to government and private funders Manage and track restricted funds and ensure reporting obligations are met on time and in full Partner with program leads to ensure financial components of new initiatives are viable and well-supported 6. Team Leadership and Compliance Supervise finance and administration staff, ensuring culturally safe performance management, training, and mentorship Ensure departmental compliance with CRA, GAAP, AODA, ESA, and internal standards Build a respectful, collaborative, and high-accountability culture within the Finance and Admin teams 7. Audit, Legal, and Regulatory Liaison Serve as the primary contact for internal and external audits Liaise with legal advisors, insurers, and compliance officers to ensure fiscal and contractual alignment Develop and maintain financial policies that reflect the agency’s obligations under ONCA, ISC, and Indigenous governance principles Required Qualifications and Experience CPA designation or equivalent post-secondary education in Accounting, Finance, or Public Administration (or lived/professional equivalency) Minimum 7–10 years of progressive leadership experience in nonprofit or public sector finance, preferably in Indigenous or child welfare contexts Demonstrated knowledge of ISC and MCCSS funding frameworks, nonprofit financial systems, and Indigenous financial accountability Experience in procurement, asset management, and facilities oversight Strong leadership, strategic planning, and cross-functional communication skills Conditions of Employment Satisfactory Criminal Record Check including Vulnerable Sector Screening Valid Ontario Class G Driver’s License and access to a reliable vehicle Availability for regional travel and extended hours during audits or year-end cycles Compliance with all Agency policies, financial controls, and funder regulations Our Hiring Commitments Payukotayno is committed to Indigenous-led services, Nation-based healing, and culturally safe workplaces.
