DIRECTOR OF HUMAN CAPITAL
Position Summary
The Director of Human Capital leads Longevity's Human Capital and Workforce Innovation service area, which helps federal agencies design and run learning and development programs, plan and shape their workforce, and modernize HR operations and technology. The Director grows the service area, leads and develops its people, owns its offerings and methods, and makes sure its contracts deliver what our clients need. The role combines practice leadership with hands-on delivery: the Director also serves on client programs, currently as Test Manager on HHS's move to OPM's Core HCM platform.
Essential Duties and Responsibilities
Service area leadership and offerings
- Set the service area's strategy, priorities and annual goals with the CIO and Longevity leadership.
- Own the three offerings: Learning and Professional Development, Workforce Strategy and Transformation, and HR Operations and Technology. Keep their methods, templates and past performance current and aligned with Longevity's delivery framework.
- Track federal human capital policy and technology (OPM guidance, Core HCM and HR shared services, learning standards, SI in HR and learning) and turn it into offerings our clients can use.
Growth and capture
- Find and qualify opportunities, build relationships with agency human capital, learning and HR IT leaders, and grow work with current clients.
- Lead capture and proposals for human capital pursuits: win themes, solutions, staffing, past performance and pricing input. Write and review technical volumes.
- Identify and manage teaming partners and subcontractors for human capital work.
People leadership
- Hire, supervise and develop the service area's practitioners: staffing, goals, performance reviews, coaching and certification plans.
- Build a bench that can staff new work quickly, and match people to assignments that use and grow their skills.
Delivery oversight and quality
- Oversee delivery on human capital contracts: client satisfaction, schedule, deliverable quality and staffing. Step in early when a program needs help.
- Review key deliverables before they go to the client and apply Longevity's quality and CMMI practices to the service area's work.
- Report service area performance (pipeline, utilization, delivery health) to the CIO.
Starting Assignment: HHS Test Manager
HHS is moving its HR systems onto OPM's Core HCM platform (Oracle Cloud HCM): six ITAS time and attendance environments, the enterprise interfaces around them, and the HHS learning management system. As Test Manager, a key personnel position in the award, the Director owns testing across all three CLINs. Allocation is 0.87 FTE from October to December 2026 and 0.98 FTE from January 2027 through the end of the period of performance (February 2028).
- Write the cross-CLIN test strategy and the test plans: Migration Test Plan (D-06), System Integration Design and Test Plan (D-21) and LMS Test Plan (D-31).
- Run system integration, end-to-end and user acceptance testing with HHS, OPM and the teaming partner: two UAT cycles for time and attendance (D-07), integration and end-to-end results (D-22) and LMS integration results (D-32).
- Manage defects, test environments and data, and report test status and readiness to the Program Manager and HHS.
- Coordinate Section 508, security and performance testing, and supply test evidence for production readiness (D-35) and cutover decisions.
- Lead the test and UAT analysts and train HHS testers.
Minimum Qualifications
Education
- Bachelor’s degree in Human Resources, Human Capital Management, Business Administration, Organizational Development, Information Systems, Computer Science, or a related field.
Experience
- Twelve or more years of human capital, HR or learning work for federal agencies, including five or more leading a practice, portfolio or large program.
- Ten or more years in software testing, including five or more as test manager on enterprise implementations, with system integration and user acceptance testing of HR, payroll or ERP systems (the HHS Test Manager requirement).
Additional Requirements
- A record of winning federal work: capture, solutioning and proposal writing.
- Experience hiring, supervising and developing consultants.
- Clear writing and briefing for agency executives. U.S. citizenship and the ability to obtain and keep a Public Trust (Tier 2, moderate risk) determination.
Preferred Qualifications
- Oracle Cloud HCM; OPM or HR shared service programs; defect management tools such as Jira, Azure DevOps or ALM; Section 508 testing; certifications such as SHRM-SCP or SPHR, PMP, ISTQB or Prosci.
