Individual(s) must be legally authorized to work in the United States without the need for immigration support or sponsorship from Milliman now or in the future.
Milliman’s CMH Health practice is seeking a Director of Products and Engineering to create the new Milliman Pharmacy Platform from 0 to 1, then to scale it. This is a builder – owner role where you will be responsible for setting the vision, heavily collaborate with Subject Matter Experts (pharmacists and actuaries) to decide what to build and integrate, and lead a team of AI product engineers and feature owners to put this platform in front of clients. You will own the outcome: adoption, client impact, and a sustainable growing business.
Who We Are
Founded in 1947, Milliman is an independent firm that provides actuarial, risk management, technology, data, and economic consulting. Health plans, employers, pharmacies, PBMs, life sciences companies, and government agencies rely on our people and products to make high-stakes financial and clinical decisions.
Our CMH Health AI Product & Engineering team turns decades of Milliman healthcare expertise into software. We build and run commercial products that clients use in pricing, contracting, benefit design, regulatory work, and competitive intelligence. We are moving from selling expertise by the hour to selling scalable intellectual property, and we use generative AI throughout the way we design, build, and deliver.
Job Responsibilities
Set the vision and strategy
- Define the platform's vision, target customer segments, and value proposition. Segments may include health plans, employers, retail and specialty pharmacies, PBM oversight, and Medicare Part D / Medicaid.
- Turn market pain points into a sequenced, multi-year roadmap. Examples include PBM contract and pricing transparency, rebate and reimbursement performance, formulary strategy, specialty and GLP-1 trend, biosimilar adoption, and IRA / drug-price-negotiation impacts.
- Decide how existing Milliman pharmacy tools and data assets will plug into, merge into, or be replaced by the platform.
Build the platform
- Lead product discovery with internal consultants and design-partner clients. Validate problems before you build solutions.
- Make the key architecture and platform trade-offs with engineering leads: data model, drug and claims data integrations, multi-tenancy, security, scalability, and cost.
- Build AI into the product from the start: agents, retrieval over contracts and policy documents, natural-language analytics, and automated reasonability checks.
- Ship an MVP quickly, then iterate on real usage data.
Lead and scale the team
- Build and lead a cross-functional team of AI product engineers, feature owners, and TPMs. Personal hands-on execution should drop below about 10% as the team matures.
- Develop the next generation of product and feature owners, and grow a bench that can run the platform without you in the room.
- Set the operating rhythm, quality bar, and delivery standards for the platform.
Drive adoption, revenue, and client relationships
- Own the platform's commercial results: pricing and packaging, pipeline support, pilots, renewals, and expansion.
- Act as the senior product voice in sales conversations. Translate capabilities into client ROI ("your team of 10 analysts can do the work of 50").
- Build and keep executive-level relationships with anchor clients. Co-create features with them where it makes sense.
Protect quality, risk, and defensibility
- Set and enforce a "no surprises" quality bar for client-facing outputs.
- Support Milliman's quality and risk management standards across the platform, including data privacy and HIPAA, AI governance, and secure development practices.
Represent Milliman in the market
- Grow the Milliman brand through speaking, writing, webinars, and industry networking.
Minimum requirements
- Bachelor’s degree in Computer science, Engineering, or a related field.
- 7+ years of relevant experience in product leadership, healthcare technology, pharmacy benefits, or healthcare consulting, including taking at least one product or platform from concept to paying customers.
- Pharmacy or pharmacy-benefit domain fluency. You understand how PBMs, health plans, employers, and pharmacies make money and make decisions. This includes reimbursement (AWP / NADAC / MAC), rebates, formularies, specialty drugs, and the current regulatory landscape.
- Platform and systems thinking. You can go deep with engineers on architecture, data models, integrations, and build-vs-buy, and then explain those choices to executives in business terms.
- Hands-on AI fluency. You have used generative AI and LLM tooling to build or ship products, not just evaluate them.
- Commercial ownership. You have managed a product P&L, budget, or revenue line, supported sales, and grown client relationships.
- Leadership. You have built and developed teams, delegated well, and coached others into owners.
- Executive communication. Your writing and speaking are clear and compelling to both C-suite buyers and technical teams.
Competencies and Behaviors that Support Success in this Role
- PharmD, actuarial credential (FSA/ASA), MBA, or similar advanced training.
- Experience with drug and claims data sources (e.g., Medi-Span, First Databank, NCPDP, pharmacy claims) and healthcare data standards.
- Experience with Medicare Part D, Medicaid pharmacy, or commercial pharmacy benefit pricing and contracting.
- Experience building multi-tenant SaaS on a major cloud platform (Azure preferred).
- Prior work in a consulting firm or a hybrid consulting/product business.
- Visible industry presence through publications, conference talks, or advisory roles.
The Team
- Builder to owner. Everyone on the team uses GenAI to build fast, and senior leaders own client outcomes and commercial results.
- Forward-deployed. Our engineers and product owners work inside real client and consulting workflows, not in a software silo.
- Think big, prioritize, execute, earn trust. We value bold ideas sequenced for compounding impact, delivered reliably, and backed by sound trade-offs.
- Quality is non-negotiable. Milliman's name is on everything we ship.
Location
