Job Summary

The Director of Project and Document Controls serves as the central authority for project documentation governance, project controls oversight, and PMIS optimization across assigned project portfolios. This role provides dedicated, high‑integrity, administrative, technical, and audit-ready support to Project Management teams, ensuring all project information is accurate, current, compliant, and readily accessible from initiation through closeout.

By leading the project documentation audit function, the Director ensures that all project records submittals, RFIs, test reports, commissioning documents, schedules, budgets, and change logs adhere to contractual, regulatory, and CBRE Government & Defense standards. The role acts as the critical link between project teams and leadership by maintaining reliable information flows, enabling proactive decision-making, and preventing schedule disruptions caused by documentation gaps.

Primary Job Functions - Project Controls & Governance

  • Establish, implement, and continuously improve project controls processes aligned with contractual requirements, federal regulations, USACE/NAVFAC quality standards, and CBRE governance.

  • Oversee schedule updates, critical-path impacts, and milestone tracking to maintain schedule integrity and minimize delays.

  • Coordinate with Project Managers to ensure compliance with Beneficial Occupancy, Substantial Completion, commissioning, testing, and closeout requirements.

Document Control Leadership

  • Serve as the primary audit function for project documentation, ensuring completeness, accuracy, version control, and compliance with contract and federal requirements.

  • Manage the full document lifecycle, including intake, indexing, review, approval routing, archiving, and controlled distribution.

  • Manage submittals and RFIs, coordinating with government stakeholders to support timely resolution and schedule progress.

PMIS Administration & Optimization

  • Administer and optimize Project Management Information Systems, including Procore, RMS, Kahua, and other required platforms, ensuring standardized data entry, reporting, and workflows.

  • Serve as the subject-matter expert for PMIS configuration, user training, permissions, and digital record retention.

Audit Readiness & Compliance

  • Maintain audit-ready documentation for internal, client, and government reviews, including Cure Notices, Letters of Concern, contract modifications, quality records, safety documentation, and occupancy certifications.

  • Lead periodic documentation audits to identify risks, gaps, and compliance issues and provide corrective action guidance.

Project Communication & Reporting

  • Centralize project information and develop dashboards, performance summaries, risk logs, and compliance reports for leadership.

  • Coordinate with Directors of Operations, Program Managers, and cross-functional teams to ensure documentation supports project delivery and client expectations.

Closeout & Knowledge Management

  • Oversee complete and compliant closeout packages, including O&M manuals, warranties, as-built documents, testing and commissioning records, and contractual certifications.

  • Support continuous improvement through standardized templates, best practices, and process documentation.

Knowledge, Skills, and Abilities

· Strong proficiency with Procore, RMS, SharePoint, or similar construction and project management platforms.

· Proficiency in Primavera P6 scheduling methods, including reviewing, analyzing, and maintaining CPM‑based project schedules.

· Advanced proficiency with Microsoft Office, Adobe Acrobat, and SharePoint.

· Strong organizational, communication, and document management skills.

· Ability to coordinate multiple concurrent workflows while maintaining the accuracy, integrity, and timeliness of project information.

· Process-oriented approach with strong attention to detail and technology proficiency.
