Salary Range: $104,633.00 To $130,791.00 Annually Job Summary The Director of Training provides strategic leadership for OCHN's learning and workforce development function. The Director assesses current and future learning needs across OCHN and its provider network; establishes and implements an annual training strategy; and ensures training supports organizational priorities, workforce competency, quality, regulatory compliance, and effective service delivery. The position oversees the design, delivery, evaluation, and continuous improvement of learning programs; learning management system administration and training records; training-related contracts and budget; and partnerships with internal subject matter experts, provider organizations, community partners, and external trainers. The Director uses data and measurable outcomes to evaluate training effectiveness and reports results and recommendations to executive leadership, the Board of Directors, and other stakeholders. The Director also supports accreditation, certification, audit, and regulatory readiness as they relate to training, competency, and documentation. Essential Functions Develops and leads OCHN's organization-wide learning and development strategy in alignment with strategic priorities, operational needs, quality goals, and regulatory requirements. Conducts formal and ongoing training needs assessments for OCHN staff and the provider network and develops an annual training plan based on identified needs, risk, performance data, and emerging requirements. Provides leadership and oversight for OCHN's learning management system (LMS), including course administration, assignments, completion tracking, reporting, data integrity, and user support processes. Establishes and monitors processes to ensure required and mandated trainings are assigned, completed, documented, and maintained in accordance with applicable laws, regulations, contracts, accreditation standards, and OCHN requirements. Maintains current knowledge of federal, state, Medicaid, accreditation, certification, and other requirements affecting workforce training and translates changes into timely training plans and requirements. Designs, develops, procures, and implements high-quality learning programs using appropriate delivery methods, including instructor-led, virtual, e-learning, blended learning, simulation, and train-the-trainer approaches. Establishes clear, measurable learning objectives and evaluation methods; analyzes participation, completion, learner feedback, knowledge acquisition, competency, and other outcome measures to assess training effectiveness and value. Develops dashboards, quarterly reports, and executive-level analyses of training activity, compliance, outcomes, trends, risks, and recommendations for continuous improvement. Provides presentations and reports regarding training activities, outcomes, compliance, and strategic initiatives to OCHN executive leadership, the Board of Directors, provider organizations, and other stakeholder groups as requested. Partners with OCHN departments, clinical and operational leaders, subject matter experts, provider organizations, and community partners to identify learning needs and develop system-wide training solutions. Creates and advances staff learning and development opportunities that support onboarding, role competency, leadership development, succession planning, professional growth, and organizational change. Ensures training content and delivery methods are accessible, person-centered, culturally responsive, and supportive of OCHN's commitment to diversity, equity, inclusion, and belonging. Oversees processes for continuing education, instructor qualifications, training certificates, and other training credentials or approvals, as applicable. Supports accreditation, certification, audit, and regulatory readiness by ensuring training requirements, competency documentation, and supporting records are complete, accurate, and readily available. Develops and manages the Training department budget; monitors expenditures and recommends resource allocation based on organizational priorities and demonstrated need. Collaborates with Procurement/Contracts in the development of scopes of work, RFPs, contracts, and vendor performance expectations for training-related services and technology. Provides leadership, supervision, coaching, performance management, and professional development for Training department staff and promotes effective team performance and accountability. Establishes and maintains effective relationships with OCHN staff, providers, community partners, educational institutions, trainers, consultants, and other stakeholders. Serves as a member of assigned leadership and operational teams and provides consultation regarding workforce development, competency, training compliance, and learning strategy. Leads, coordinates, or participates in special projects and organizational initiatives as assigned. Performs other duties as assigned. Job Requirements and Qualifications Education: Bachelor's degree in education, instructional design, organizational development, human resources, healthcare administration, behavioral health, public administration, or a related field required. Master's degree in a related field preferred. Experience Requirements: Minimum five years of experience in training, learning and development, organizational development, workforce development, or a related function. Minimum three years of leadership, supervisory, or management experience. Experience in behavioral health, community mental health, healthcare, human services, government, or another highly regulated environment strongly preferred. Experience administering or providing oversight of a learning management system and training compliance reporting preferred. Experience developing and evaluating adult learning programs across multiple delivery formats preferred. Ability to interpret regulatory, contractual, accreditation, and policy requirements and operationalize them through training and competency processes. Ability to initiate, plan, develop, coordinate, implement, and evaluate system-wide programs and initiatives. Ability to develop productive partnerships and work effectively across departments, provider organizations, and community stakeholders. Demonstrated intercultural competence and ability to foster an inclusive learning environment that supports diversity, equity, inclusion, and belonging. Proficiency with learning management systems, Microsoft Office applications, virtual learning platforms, and data/reporting tools. (Communication) Other Information Special Information (Travel required, physical requirements, etc.): Must have available means of transportation to and from OCHN and for required offsite meetings or site visits. Must be available for meetings and events which may occur outside of standard office hours. Work performed primarily in an office environment. Hybrid (onsite/remote) work schedule available.
