At Qualtrics, we create software the world’s best brands use to deliver exceptional frontline experiences, build high-performing teams, and design products people love. But we are more than a platform—we are the creators and stewards of the Experience Management category serving over 18K clients globally. When you join one of our teams, you’ll be part of a nimble group that’s empowered to set aggressive goals and move fast to achieve them. Strategic risks are encouraged and complex problems are solved together, by passing the microphone and iterating until the best solution comes to light. You won’t have to look to find growth opportunities—ready or not, they’ll find you. From retail to government to healthcare, we’re on a mission to bring humanity, connection, and empathy back to business. Join over 6,000 people across the globe who think that’s work worth doing.

Director, Public Policy

Why We Have This Role

As the Director of Policy, you will serve as the primary expert monitoring, interpreting, and responding to the evolving healthcare policy landscape. You will lead strategic efforts to identify regulatory trends, analyze reporting requirements (including CAHPS, quality, safety, and value-based payment models), and evaluate their impact on product strategy and client operations. Serving as the company liaison to key government and industry bodies—such as CMS, NQF, and AHRQ—you will develop corporate positions, draft public comment letters, and advocate on behalf of Press Ganey and our healthcare clients. If you are a high-level policy expert with executive presence and a passion for shaping healthcare strategy, this role offers significant influence.

How You’ll Find Success

  • Regulatory Landscape Mastery: Expertly analyzes and interprets developments in CAHPS, quality reporting, and value-based payment programs to inform executive strategy.
  • Strategic Stakeholder Advocacy: Establishes and nurtures key relationships with CMS, NQF, AHRQ, and health policy stakeholder groups to advocate for business and client interests.
  • Cross-Functional Collaboration: Partners closely with Product Management, Sales, Marketing, and Operations to signal strategic opportunities and guide product enhancements.
  • Executive Communication & Thought Leadership: Delivers high-impact policy updates to C-suite client executives and represents the company as a key speaker at industry events.
  • Policy Team Leadership: Directs, coaches, and manages the public policy team while overseeing annual department budgeting and strategic goal alignment.

How You’ll Grow

  • Drive company-wide strategy at the intersection of healthcare technology, regulatory compliance, and public policy.
  • Elevate your professional standing as a prominent health policy thought leader across national conferences, client summits, and industry panels.
  • Deepen direct working relationships with federal policy officials and key regulatory governing bodies.
  • Scale and mentor a high-performing public policy research and regulatory data team.

Things You’ll Do

  • Monitor & Interpret Policy: Track developments across the health policy landscape to inform product, marketing, and operational strategy.
  • Lead Government Liaisons: Act as the primary organizational liaison to CMS, NQF, AHRQ, and related governmental or public policy entities.
  • Develop Corporate Positions: Draft, review, and submit official comment letters and position statements for rulemaking and requests for information (RFIs).
  • Author & Present Policy Content: Produce regulatory updates for clients and present policy trends at client meetings and industry events.
  • Direct Public Policy Team: Manage Policy Analysts and Senior Regulatory Data Analysts, guiding research projects, annual performance goals, and department budgets.

What We’re Looking For On Your Resume

  • 10+ years of experience in the health policy arena, regulatory affairs, or a related healthcare industry role.
  • Demonstrated experience developing corporate position statements and drafting official comment letters for rulemaking.
  • Bachelor’s Degree in Health Policy, Public Health, Business, or related field required (Master’s Degree preferred).
  • Excellent written, verbal, and presentation skills with proven executive presence.
  • Ability to navigate a matrixed corporate environment and lead direct reports effectively.
