Scope of Work UNICEF Ethiopia has built a substantial body of disability inclusion guidance, training materials, programme tools and strategic resources, including the Disability Inclusion Operational Manual, resources linked to DIPAS implementation, and programme-specific materials under the Mastercard Foundation-supported Biqu Wetat portfolio. However, these materials are currently dispersed across SharePoint, OneDrive, programme folders, presentations and working documents, making them difficult for staff and future recruits to locate and use systematically. The transition from the previous IUNV-supported disability inclusion portfolio to the planned recruitment of a national specialist creates a timely need to preserve institutional memory, close pending knowledge-management gaps, and ensure continuity. A short-term international consultancy is therefore required to consolidate and organise existing disability inclusion knowledge and strategic materials into a user-friendly and accessible internal SharePoint-based library, while also producing practical products for immediate programme use, including an assistive technology roadmap for livelihood interventions under the Mastercard Foundation project and an onboarding package for future specialist-level and senior recruits. The international consultant will work under the supervision of the Social Policy Chief, in close collaboration with the LNOB team, relevant programme sections, field office colleagues and operations colleagues as needed. The consultant will not be expected to generate a new disability inclusion strategy from scratch. Rather, the assignment will focus on consolidating, structuring, organising and translating existing knowledge into practical and accessible formats that can be used by staff and future recruits. If you would like to know more about this consultancy, please review the complete Terms of Reference here: ToR_ext_TMC0004761.pdf QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT Education: • Master’s Degree in social studies, economics, law, public administration or related fields Work Experience: • Advanced university degree in social sciences, disability inclusion, international development, public policy, knowledge management, education, social protection, public health, or a related field. • Minimum five years of relevant professional experience in disability inclusion, inclusive programming, knowledge management, programme documentation, strategy development, or technical support to development and/or humanitarian programmes. • Previous experience with the UN system is considered a strong asset. Previous experience with UNICEF, experience working in Ethiopia, and familiarity with UNICEF disability inclusion frameworks, SharePoint/Microsoft 365-based knowledge management, or inclusive youth livelihoods programming are highly desirable. Language Requirements: • Fluency in spoken and written English is required Knowledge/Expertise/Skills: • Demonstrated expertise in disability inclusion, including rights-based approaches, accessibility, assistive technology, inclusive service delivery, OPD engagement, and integration of disability inclusion principles into programme design and implementation. • Demonstrated ability to review, consolidate and translate complex policy, strategic and technical materials into practical, user-friendly guidance, onboarding packages, knowledge products or internal resource libraries.
