This call is open to experienced professionals with strong expertise in
disaster risk reduction, emergency preparedness, climate risk, resilience, early warning systems, contingency planning, disaster response, recovery, and community-based risk management.

Profile of Expert Sought
STOOS is seeking
Disaster Risk Management Experts with experience supporting assignments in fragile, crisis-affected, climate-vulnerable, and disaster-prone contexts. The expert may be engaged in future assignments related to
risk assessments, disaster preparedness planning, community resilience, climate adaptation, emergency response evaluations, DRR training, institutional capacity building, contingency planning, and resilience programming.
Experts with experience in one or more of the following areas are encouraged to apply:
disaster risk reduction, natural hazards, climate-induced disasters, floods, droughts, earthquakes, storms, wildfires, displacement, emergency preparedness, anticipatory action, early warning systems, shock-responsive programming, resilience analysis, local disaster governance, and recovery planning.
Main Responsibilities
The Disaster Risk Management Expert may support STOOS assignments through technical advisory, research, training, and evaluation tasks, including:
Conducting
disaster risk, vulnerability, capacity, and resilience assessments at national, sub-national, community, or institutional levels.
Designing or reviewing
DRR, preparedness, contingency, response, recovery, and resilience frameworks.
Supporting the development of
data collection tools, analytical frameworks, training materials, and assessment methodologies related to disaster risk management.
Facilitating
training sessions, workshops, simulations, after-action reviews, and capacity building activities for government actors, NGOs, community structures, and local partners.
Contributing to
programme evaluations, baseline/endline studies, needs assessments, and third-party monitoring assignments related to DRM, DRR, climate resilience, and emergency response.
Analysing disaster risks with attention to
gender, age, disability, protection, social inclusion, conflict sensitivity, environmental risks, and local coping capacities.
Preparing practical reports, technical briefs, recommendations, and action plans that support
risk-informed programming and decision-making.
Key Skills And Qualifications
Candidates should have strong professional experience in
disaster risk management, disaster risk reduction, emergency preparedness, climate resilience, humanitarian response, recovery, or resilience programming.
Applicants are encouraged to apply if they have worked with
UN agencies, INGOs, NGOs, government institutions, civil protection authorities, Red Cross/Red Crescent actors, donor-funded programmes, consulting firms, academic institutions, or community-based organizations.
Strong candidates will demonstrate practical experience in
risk assessments, capacity building, training facilitation, institutional strengthening, emergency preparedness planning, resilience analysis, field research, evaluations, or technical advisory work.
Knowledge of relevant frameworks and approaches such as the
Sendai Framework for Disaster Risk Reduction, anticipatory action, early warning and early action, community-based disaster risk management, climate adaptation, humanitarian principles, Do No Harm, safeguarding, and accountability to affected populations is highly desirable.
Experience using tools such as
KoboToolbox, ODK, GIS, remote sensing, Excel, SPSS, Power BI, Tableau, or other risk mapping and data analysis platforms is considered an asset.
Language Skills
Strong working knowledge of
English is required for most international assignments.
Knowledge of other languages such as
Arabic, French, Spanish, Portuguese, Ukrainian, Russian, Turkish, Somali, Swahili, or local languages is a strong advantage depending on the country or region of assignment.
