About the Role
The Education Technology Practice Lead is the senior technical authority for our work with schools and districts. You will lead consulting engagements across technology assessment, planning, procurement, systems and data, and adoption while setting the technical and quality standards for the practice.
You will also oversee our federal E-Rate work. As a registered E-Rate consultant (CRN 17049150), ATS requires senior review and approval of work submitted under our consultant registration.
We are building this practice, so this role goes beyond delivering engagements. You will help shape how we scope, deliver, document, and continuously improve our work while coaching the consultants and analysts supporting it.
What You Will Do
Lead Education Technology Consulting
Lead technology assessments and planning covering networks, wireless, connectivity, devices, systems, and refresh strategies.
Advise clients on technology procurement, requirements, and evaluation criteria.
Connect technology strategy with available funding without allowing funding to dictate the technology plan.
Serve as the senior technical advisor in client engagements.
Build and Lead the Practice
Establish technical standards, methodologies, quality controls, and engagement documentation.
Review client work and coach Consultants and Analysts.
Identify opportunities to strengthen and expand ATS's education technology capabilities.
Partner with the Engagement Principal, who leads client relationships and commercial strategy.
Oversee E-Rate Delivery
Review and approve E-Rate filings and supporting documentation before submission under ATS's CRN.
Oversee competitive bidding, PIA responses, appeals, invoicing, and higher-risk or complex engagements.
Ensure E-Rate decisions and supporting evidence are clearly documented.
Maintain appropriate conflict-of-interest controls and separation between consulting and service-provider activities.
What We Are Looking For
Significant experience leading education technology, IT consulting, or technology strategy engagements.
Strong knowledge of K-12 technology environments, including networks, wireless, connectivity, devices, systems, and procurement.
Experience advising senior school or district technology leaders.
Strong judgment, documentation, and quality-management skills.
Experience coaching or reviewing the work of other consultants or analysts.
Substantive E-Rate experience, including USAC processes, competitive bidding, filings, and compliance.
What Success Looks Like
You deliver recommendations clients can act on, establish standards that produce consistently strong work, develop the team, and ensure E-Rate engagements are accurate, compliant, well documented, and delivered on time.
Location and Travel
Hybrid work is anchored to our New York City office at 165 Broadway, 23rd Floor . Fully remote candidates in the continental United States may be considered if they can support Eastern Time client hours. Travel is approximately 10 to 20 percent .
Compensation
$100 to $185 per hour , depending on experience. This is a fractional, hourly engagement to start, with the opportunity to grow as the practice develops.
Expected hours are approximately 10 to 15 per month during most of the year, increasing to approximately 40 to 60 per month during the January through March E-Rate filing period.

Requirements
Required qualifications
- Substantial experience advising schools or districts on technology, or leading technology in one, covering infrastructure, networks, procurement, and planning
- Hands-on ownership of E-Rate filings for multiple applicants across multiple funding years, including Forms 470 and 471, and experience managing PIA review and at least one appeal or comparable compliance matter. This is required rather than preferred because it is what allows us to file
- Working command of EPC, eligible services, Category One and Category Two rules, discount calculations, competitive bidding, invoicing, CIPA, and record retention
- Ability to evaluate evidence independently, explain decisions clearly, and stop work that does not meet quality or ethical standards
- Experience identifying and managing vendor, procurement, and conflict-of-interest issues, and careful handling of sensitive school data
Preferred qualifications
- District or school technology leadership experience, for example as a CTO, technology director, or equivalent
- CoSN CETL or a comparable education technology leadership credential. There is no formal E-Rate consultant certification, so we weight demonstrated experience over any credential
- Experience with charter schools, multi-site networks, or multiple billed entity numbers
- Experience building or improving a consulting practice's quality controls, and familiarity with public USAC data

- Must be able to pass a background check. This work handles student data and files certifications with a federal program
