Senior DEU Certified Staffing Specialist Work Location: Fully Remote Job Type: Full-time, Contract Summary C² Technologies seeks a Senior DEU Certified Staffing Specialist to support federal recruitment and staffing operations for one of our dynamic clients. This senior-level position provides comprehensive, cradle-to-grave federal staffing support as well as strategic guidance and consultation throughout the recruitment and hiring lifecycle. The Senior Staffing Specialist will support job analysis, vacancy announcements, qualification reviews, certificate development and selection, job offers, onboarding, case file closeout, recruitment strategies, and the use of applicable federal automated staffing systems. The successful candidate will work in a fast-paced environment to achieve established hiring goals and will be expected to perform as a staffing subject matter expert with minimal direction. Responsibilities Provide end-to-end federal recruitment and staffing support throughout the hiring lifecycle. Conduct job analyses and consult with hiring managers regarding recruitment strategies, position requirements, and hiring options. Draft and develop Job Opportunity Announcements (JOAs). Research, interpret, and apply Office of Personnel Management (OPM) qualification standards when reviewing and rating applications. Conduct qualification reviews, rating and ranking, and candidate eligibility determinations. Utilize federal appointing authorities, including Direct Hire Authority, Veterans Recruitment Appointment (VRA), Schedule A, Schedule B, Schedule D, and 30% or More Disabled Veteran authorities. Review military documentation, including DD Form 214 and Department of Veterans Affairs documentation, to determine applicable veterans' preference. Prepare and issue merit promotion and delegated examining certificates. Provide selection guidance and support candidate selections across organizational or component lines. Prepare initial and final job offers and support employee onboarding and new employee orientation activities. Code personnel actions in accordance with the OPM Guide to Processing Personnel Actions. Maintain recruitment and staffing case files in accordance with applicable case file management requirements. Provide guidance to management regarding recruitment, placement, workforce planning, and staffing issues. Analyze workforce trends and assist with forecasting changes in workforce requirements. Support the development and implementation of promotion procedures consistent with agency merit promotion requirements. Assist with implementing agency-wide workforce downsizing and reshaping policies and strategies. Integrate strategic hiring flexibilities to address recruitment and retention challenges. Recommend innovative strategies to address job turnover, underrepresentation, workforce downsizing, recruitment challenges, and workforce planning needs. Prepare routine and ad hoc staffing, recruitment, and workforce reports. Research federal human resources policies, regulations, procedures, and related workforce information as required. Support established hiring goals while maintaining compliance with federal staffing requirements, merit system principles, and applicable policies. Requirements Education Candidates must meet one of the following education and experience combinations: Master's degree and a minimum of 10 years of federal staffing experience Bachelor's degree and a minimum of 12 years of federal staffing experience No degree and a minimum of 14 years of federal staffing experience Experience Comprehensive cradle-to-grave federal recruitment and staffing experience. Extensive experience performing federal staffing functions with minimal supervision or direction. Hands-on experience managing the federal hiring process from end to end. Demonstrated experience conducting job analyses and strategic recruitment discussions with hiring managers. Experience developing Job Opportunity Announcements. Experience conducting qualification reviews, rating and ranking applicants, and issuing certificates. Experience preparing initial and final job offers and supporting onboarding activities. Demonstrated knowledge of OPM qualification standards, federal appointing authorities, veterans' preference, and merit promotion procedures. Experience applying the OPM Guide to Processing Personnel Actions. Recent experience, preferably within the last three years, performing all phases of the federal staffing lifecycle strongly preferred. Required Certifications & Clearance Must hold an active Delegated Examining Unit (DEU/DE) Certification. Active Public Trust clearance required. Tools & Systems USA Staffing, including hands-on experience with Job Opportunity Announcement development, Qualification Reviews, and Onboarding Experience with all USA Staffing modules preferred HR Connect / PeopleSoft Secret Service Hire or comparable federal automated hiring systems preferred National Finance Center (NFC) systems preferred Office of Personnel Management Electronic Official Personnel Folder (eOPF) preferred Microsoft Office, including Word, Excel, PowerPoint, Outlook, and Teams Skills Expert knowledge of federal recruitment and staffing principles, practices, policies, and procedures. Strong knowledge of OPM qualification standards and federal appointing authorities. Ability to independently manage complex federal staffing actions from recruitment through onboarding and closeout. Ability to interpret and apply federal human resources laws, regulations, policies, and guidance. Strong analytical and problem-solving skills. Ability to advise hiring managers and organizational leaders on complex recruitment and staffing matters. Strong organizational, case management, and records-management skills. Excellent attention to detail and commitment to accuracy and compliance. Ability to manage multiple staffing actions and competing priorities in a fast-paced environment. Strong written and verbal communication skills. Ability to develop innovative recruitment and workforce strategies in response to hiring, retention, and workforce planning challenges. Base Salary Range: $50,000 – $100,000 / year. Our salary ranges are determined by role, level, and structural alignment.
