Position Overview
We are seeking an experienced and analytical EHR Business Analyst to support high-impact enterprise electronic health record modernization initiatives for a major state public health agency.
In this role, you will bridge the gap between clinical operations, program leadership, compliance, and IT. You will be responsible for assessing, eliciting, and defining functional, clinical, operational, data, and reporting requirements for enterprise EHR systems. Working closely with dedicated Project Managers and multi-disciplinary teams, you will evaluate workflows, drive system enhancements, and ensure that EHR capabilities translate directly into improved public health service delivery and operational efficiency. This is a full-time position and hybrid will be allowed (3 days onsite in Oklahoma City, OK and 2 days remote).
Key Responsibilities
Requirements Elicitation & Analysis
Elicit, analyze, document, and prioritize business, clinical, operational, data, and reporting requirements across multiple concurrent EHR initiatives and modules.
Translate complex stakeholder needs, clinical workflows, operational bottlenecks, and strategic objectives into clear, testable, and solution-neutral functional specifications.
Distinguish underlying business and clinical objectives from legacy system limitations, historical workarounds, or technology-specific assumptions.
Evaluate cross-program needs to identify shared baseline requirements, legitimate program-specific exceptions, technical dependencies, and standardization opportunities.
Workflow Engineering & Documentation
Map and evaluate current-state and future-state clinical and operational workflows to identify operational gaps, handoffs, and process improvement opportunities.
Author comprehensive business analysis artifacts, including detailed process maps, business rules, use cases, user stories, traceability matrices, and Standard Operating Procedures (SOPs).
Prepare executive-level briefing summaries, requirements status reports, and analytical risk assessments for project leadership and steering committees.
Stakeholder Facilitation & Alignment
Facilitate structured review and consensus sessions with diverse stakeholders—including clinical personnel, epidemiologists, program administrators, informatics specialists, and IT teams—to validate requirements clarity, priority, and completeness.
Drive constructive problem-solving to resolve conflicting requirements and document formal architectural decisions, policy alignments, and approved exceptions.
Testing, Validation & Implementation Support
Partner with technical teams and clinical end-users to validate configured EHR capabilities against approved business and functional requirements.
Develop realistic end-to-end test scenarios, author test scripts, and lead structured User Acceptance Testing (UAT) sessions.
Log, track, and prioritize system defects and configuration discrepancies; verify readiness prior to production releases.
Project Coordination & Governance
Collaborate closely with the Project Manager to sequence analysis milestones, stakeholder workshops, review cadences, and deliverable handoffs.
Actively communicate requirement statuses, dependencies, emerging risks, and escalation items within established project governance frameworks.
Candidate Qualifications
Required Experience & Education
Education: Bachelor’s degree in Business Administration, Healthcare Administration, Information Systems, Management, or a related field.
Professional Experience: Minimum of 3–5 years of progressive experience as a Business Analyst directly responsible for requirements elicitation, workflow mapping, and system testing.
EHR & Healthcare Knowledge: Demonstrated familiarity with Electronic Health Record (EHR) platforms, health data workflows, or clinical/operational processes.
Analytical Documentation: Proven track record authoring business requirement documents (BRDs), functional specifications, process flows, and executive dashboards.
Preferred Experience & Credentials
Advanced Degree: Master of Business Administration (MBA) or Master of Health Administration (MHA).
Industry Background: Direct experience within federal, state, or municipal government agencies, state public health departments, or complex healthcare delivery networks.
Professional Certifications:
Business Analysis (IIBA CBAP / CCBA, PMI-PBA)
Process Improvement (Lean Six Sigma Green/Black Belt)
Project & Change Management (PMP, CAPM, Prosci)
Strong familiarity with public health reporting, HIPAA compliance standards, and healthcare interoperability frameworks.
