Quarterly on-site meeting at Mountain West Medical Center, Tooele, UT; all other duties remote-compatible Employment Type: Independent Contractor (1099), part-time, approximately 60 hours per year Compensation: $215 - $235 per hour (1099), commensurate with experience Schedule: Flexible, approximately 60 hours per year: monthly response-time analysis, quarterly reviews and audits, one quarterly on-site meeting, annual program evaluation each December. Performance begins September 1, 2026 Agency Environment: U.S. Army occupational health; physician-level EMS medical direction and protocol oversight for two military installation occupational health clinics (Tooele Army Depot and Dugway Proving Ground, Utah) under a federal firm-fixed-price services contract Position Overview CLF Consultants LLC seeks a board-certified Emergency Medicine physician to serve as EMS Administrator for the U.S. Army occupational health clinics at Tooele Army Depot and Dugway Proving Ground, Utah. The EMS Administrator provides physician-level medical direction for the installations' pre-hospital emergency medical services: maintaining and updating EMS protocols, reviewing ambulance run sheets, and leading the recurring quality review cycle that keeps both clinics' emergency response capability current, compliant, and clinically sound. The engagement runs on a defined oversight calendar: monthly response-time analysis, quarterly program reviews and audits, an annual EMS program evaluation each December, and one on-site coordination meeting per quarter at Mountain West Medical Center in Tooele, Utah. All remaining duties are remote-compatible. Total commitment is approximately 60 hours per year, and contract performance begins September 1, 2026. CLFC's Program Management Office supports the role with credentialing infrastructure, deliverable scheduling, and federal contract reporting. The successful candidate is an established Emergency Medicine physician, board certified with an active, unrestricted Utah medical license, who wants a low-hour, high-autonomy medical direction engagement that complements an existing clinical practice. The role rewards EMS systems judgment: the physician who reads a quarter of run sheets and sees the protocol gap, the response-time trend, and the training need behind the data. Key Responsibilities Maintain, review, and update EMS protocols for the occupational health clinics at Tooele Army Depot and Dugway Proving Ground, keeping them aligned with current national pre-hospital care standards and State of Utah requirements Review ambulance run sheets and provide physician-level quality feedback on pre-hospital emergency care delivered at both installations Conduct the annual EMS program evaluation each December, assessing protocol currency, response performance, and overall program effectiveness Lead quarterly EMS program reviews and audits covering documentation quality, protocol adherence, and clinical performance Perform monthly response-time analysis, identify trends, and report findings with recommended corrective actions Attend the quarterly on-site coordination meeting at Mountain West Medical Center in Tooele, Utah Advise clinic leadership on emergency response readiness, equipment and medication protocol alignment, and EMS training priorities Recommend and document protocol revisions and corrective actions arising from audit findings and run sheet review Deliver written review, evaluation, and analysis documentation on the federal contract deliverable schedule, coordinated through CLFC's Program Manager Complete federal facility credentialing, background screening, and any required annual training attestations Required Qualifications MD or DO with current board certification in Emergency Medicine (ABEM or AOBEM) Active, unrestricted medical license in the State of Utah Active, unrestricted DEA registration Minimum of five (5) years of post-residency Emergency Medicine practice Experience in EMS medical direction, EMS oversight, or pre-hospital protocol development and quality review Working knowledge of current national EMS standards, pre-hospital care protocols, and EMS quality assurance methodology Ability to attend one on-site coordination meeting per quarter at Mountain West Medical Center, Tooele, Utah Availability for approximately 60 hours per year on a reliable monthly, quarterly, and annual review cadence Ability to complete federal facility credentialing and background screening Authorized to work in the United States Strongly Preferred Qualifications Current or prior appointment as an EMS Medical Director (agency, fire/rescue, industrial, or occupational health setting) Experience with military installations, military treatment facilities, or federal occupational health programs Prior physician services experience with the Department of Defense, Department of Veterans Affairs, or other federal agencies Familiarity with occupational medicine clinic operations and workplace emergency response planning Utah-based clinical practice, or practice within reasonable reach of the Tooele / Salt Lake City region Experience leading quality assurance, performance improvement, or audit programs within an EMS system NAEMSP membership or completion of formal EMS medical direction coursework Compensation and Engagement Details Hourly rate: $215 - $235 per hour, engaged as an Independent Contractor (1099) Approximately 60 hours per year, scheduled flexibly around your existing clinical practice Multi-year engagement potential: a base period beginning September 1, 2026 plus option year structure Quarterly on-site presence only: one coordination meeting per quarter at Mountain West Medical Center in Tooele, Utah; all other work is remote-compatible Travel and lodging for the quarterly on-site coordination meeting are reimbursed Defined deliverable calendar: monthly response-time analysis, quarterly reviews and audits, and an annual program evaluation each December CLFC PMO administrative support: credentialing verification, deliverable scheduling, and federal contract reporting infrastructure Occurrence-based professional liability (malpractice) coverage for the EMS medical-direction scope is arranged for the engagement No relocation requirement; the engagement is designed to complement a full-time Emergency Medicine practice Stable, predictable oversight cadence with high physician autonomy in how review work is scheduled Mission-impact role safeguarding emergency medical readiness for the workforce of two U.S. Army installations About CLFC Healthcare and Communications CLF Consultants LLC (DBA: CLFC Healthcare and Communications) is a nationwide healthcare staffing and language access services organization supporting federal, state, and local government agencies.
