Seneca Holdings is seeking an Enterprise Contract Vehicle (ECV) Senior Manager to lead the Enterprise Contract Vehicles team and serve as the primary operational and strategic lead for the management, compliance, and effective utilization of contract vehicles across Seneca Nation Group and its operating companies. This position directs ECV team priorities, provides senior federal acquisition expertise, leads enterprise-wide vehicle strategy and pursuit execution, and ensures consistent management of government-wide and agency-specific contract vehicles, including GWACs, MACs, IDIQs, GSA Multiple Award Schedules, and related ordering agreements. The Senior Manager will also serve directly as the designated Program Manager or ECV Lead for selected vehicles, with hands-on responsibility for administration, government engagement, reporting, modifications, and lifecycle readiness. The role partners closely with Business Development, Capture, Proposals, Contracts, Pricing, Finance, Operations, Client Services, and subsidiary leadership. Assigned portfolios and vehicles may evolve with business priorities.

Responsibilities include, but are not limited to:

  • Lead the ECV team and oversee the full contract vehicle lifecycle across Seneca Nation Group, including strategic planning, vehicle pursuits, onboarding, administration, compliance, utilization, renewals, and closeout.
  • Set day-to-day team priorities, coordinate workloads and primary/backup vehicle ownership, provide technical direction and mentoring to ECV personnel, and ensure timely, consistent completion of assigned work; support staffing and performance discussions with appropriate leadership.
  • Develop and recommend enterprise contract vehicle strategies that align subsidiary capabilities, customer access, acquisition pathways, socioeconomic eligibility, and anticipated pipeline with organizational growth goals; coordinate pursuit and entity-selection recommendations through established approval processes.
  • Serve personally as Program Manager or ECV Lead for designated vehicles, managing government program-office relationships, contract-holder communications, kickoff and onboarding actions, contract files, reporting, deliverables, modifications, options, and other post-award obligations.
  • Oversee vehicle-level compliance and operational readiness across the portfolio, including regulatory and contractual requirements, required sales or fee reporting, minimum-sales obligations, CDRLs, certifications, portal access, subcontracting requirements, and audit-ready records.
  • Lead identification, planning, and execution of contract vehicle modifications and capability expansions, including SINs, domains, labor categories, product or service offerings, pricing updates, and other authorized changes; coordinate required functional reviews and approvals.
  • Direct ECV participation in new vehicle pursuits, on-ramps, and recompetes, including solicitation and eligibility analysis, compliance matrices, proposal schedules, stakeholder data calls, submission-readiness reviews, and government clarification or post-submission activities.
  • Advise Business Development, Capture, Proposals, Client Services, and subsidiary leaders on vehicle scope, ordering procedures, entity eligibility, task-order restrictions, and acquisition considerations; ensure vehicle-related opportunity throughput and timely routing to responsible pursuit owners.
  • Monitor vehicle utilization, revenue and opportunity activity, minimum-sales exposure, portfolio gaps, contract status, and operational risks; conduct periodic vehicle health reviews and provide actionable reports, recommendations, and escalations to enterprise leadership.
  • Serve as a principal liaison for contract vehicle administrators, government Contracting Officers, program offices, and other external stakeholders; represent Seneca at contract-holder meetings, program management reviews, industry engagements, and relevant working groups.
  • Lead ECV operational coordination with external opportunity-support consultants, including forecast and opportunity dissemination processes, follow-up tracking, and alignment with responsible Business Development teams, as assigned.
  • Establish, maintain, and improve ECV SOPs, compliance calendars, systems, trackers, document repositories, ordering guidance, training, and standardized workflows; develop team and cross-functional training that improves vehicle use and contractual awareness.
  • Provide senior acquisition advisory support to leadership and internal teams on federal procurement regulations, contracting practices, solicitation interpretation, compliance risks, and acquisition-related problem solving; coordinate formal legal interpretations and binding contractual positions with Contracts and Legal.
  • Lead cross-functional award-to-execution coordination for new vehicles and support vehicle-specific task-order transitions while preserving the respective authorities of Capture, Proposals, Contracts, and program delivery organizations.
  • Identify and resolve routine and complex ECV operational issues within delegated authority; promptly elevate material compliance, financial, contractual, customer, or strategic matters through established corporate approval and escalation channels.

Basic Qualifications:

  • Bachelor's degree in business, acquisition, contract management, public administration, finance, or a related discipline, or an equivalent combination of education and directly relevant experience.
  • Typically seven or more years of progressive federal acquisition, government contracting, or contract vehicle management experience, including meaningful leadership of complex acquisition programs, portfolios, or teams.
  • Demonstrated ability to lead a functional team, manage competing priorities, develop and implement operating procedures, and communicate effectively with executive leadership and government officials.
  • Strong knowledge of the federal acquisition lifecycle, FAR, applicable agency supplements, contract administration, and GWAC, MAC, IDIQ, GSA MAS, BPA, task-order, and delivery-order structures.
  • Experience assessing solicitations, interpreting contract requirements, coordinating modifications and compliance obligations, and guiding cross-functional acquisition or proposal activities.
  • Strong analytical judgment, organizational skills, written and verbal communication, and proficiency with Microsoft Office and collaborative document-management tools.

Desired Qualifications:

  • Current or former warranted federal Contracting Officer, or comparable senior federal acquisition leadership experience.
  • Experience leading a contract vehicle management function or directing multiple federal contract vehicle workstreams while personally administering awarded vehicles.
  • Experience with GSA MAS, OASIS+, other GWACs and multiple-award IDIQs, contract vehicle proposal submissions, government portals, and agency-specific ordering processes.
  • Experience in a tribally owned, 8(a), or multi-subsidiary federal contracting environment.
  • Relevant FAC-C, DAWIA, NCMA, PMP, or comparable federal acquisition or program management credentials.
