Environmental Compliance Specialist 1 Starting Salary: $23.59 per hour Requirements: Bachelor's Degree in Environmental Engineering or Science which includes Engineering Technology, Physical Chemistry, Biological Sciences and advanced mathematics or related field (1 year of Air Regulatory experience preferred). or a combination of education and experience which demonstrates knowledge of Federal and State regulations, air pollution inspection techniques, and ability to collect and evaluate data Must have valid driver’s license issued by the state of residency Environmental Compliance Specialist 2 Starting Salary: $26.29 per hour Requirements: Bachelor's Degree in Environmental Engineering or Science which includes Engineering Technology, Physical Chemistry, Biological Sciences, and advanced mathematics or related field. 3 years of experience in the environmental field which indicates an advanced knowledge of federal and state air pollution regulations, inspection techniques, enforcement procedures, and a basic knowledge of manufacturing processes. For internal candidates to qualify for promotion from ECS 1 to ECS 2: 18 months experience as an ECS 1 and completion of an internal training program approved by the section manager. Or a combination of education and experience which demonstrates an advanced knowledge of Federal and State regulations, air pollution inspection techniques, and ability to collect data. Must have a valid driver's license issued by the state of residency. ECS 1 Job Duties (Summary): Review routine Permit to Install and Permit to Operate Applications for compliance with Federal, State, and local Air Pollution Control regulations. Steps involved in this process include: review of Chapter 40 Code of Federal Regulations, Ohio Administrative Code Chapter 3745, and the Ohio Revised Code to determine applicable requirements, calculation of emission rates for all criteria pollutants and air toxics, perform Air Toxic Modeling for Compliance with Ohio Air Toxic’s Policy, develop emission unit specific terms and conditions to ensure ongoing compliance with applicable requirements, develop pollutant specific federal reference method testing protocols and frequencies, review air pollution control equipment for proper design and establish appropriate parametric monitoring to ensure proper functioning of air pollution control equipment. Perform routine facility inspections to ensure compliance with Permit Terms and Conditions, document violations, find unpermitted sources, and ensure the proper functioning of air pollution control equipment; complete inspection report containing all elements of USEPA’s Compliance Monitoring Strategy (CMS). Review industrial source reporting requirements, Continuous Emission/Opacity Monitoring data, federal reference method stack test, and Emission Inventory date for compliance with permit terms and conditions; issue Notice Violations, review compliance plans and prepare Enforcement Action Recommendations for violations as appropriate; coordinate violation resolutions with Ohio EPA, USEPA, and facility contacts through the issuance of Findings and Orders or Consent Decrees. Investigates citizen complaints regarding air pollution concerns; complaint investigation tools utilized includes Air Toxic Canisters, use of Flame Ionization and Photo Ionization Detection instruments, chemical cell detection instruments, video documentation, and 40 CFR Appendix A, Method 9 Visible Emission Readings; develops appropriate compliance plan to resolve issues documented during the complaint investigation. Answer general and technical questions from the public, consultants, and the regulated community regarding air regulatory concerns and issues Represent the agency at Public Hearings and deliver presentations to agency stakeholder groups. Performs special assignments as directed. ECS 2 Job Duties (Summary): Same duties listed above but higher level of difficulty. Provides advanced technical assistance to facility representatives (and general public) seeking compliance with the regulatory requirements. Provides technical guidance to lower level Environmental Compliance Specialists regarding handling of specific problems, interpretation of regulations. Represents the agency at Public Hearings and delivers presentations to agency stakeholder groups.
