Executive Vice President, Payment & Health Care Delivery Policy Washington, DC - Washington, DC 20004 Apply Overview Salary Range $326,200.00 - $374,800.00 Salary Position Type Full-Time Education Level Graduate Degree Travel Percentage Up to 10% Category Payment & Health Care Delivery Policy Apply Description Executive Vice President, Payment & Health Care Delivery Policy Department / Supervisor: Payment & Health Care Delivery Policy [06] / General Counsel & Chief Policy Officer FLSA Status: Exempt Purpose of Position The Executive Vice President, Payment & Health Care Delivery Policy is a key member of AdvaMed's senior leadership team responsible for shaping the future of health care payment, reimbursement, market access, and delivery policy for medical technologies. As AdvaMed's chief strategist and advocate on payment policy, this leader establishes industry priorities, develops market-shaping policy solutions, and advances reimbursement and market access outcomes that support innovation, strengthen the medical technology industry, and improve patient access. Serving as AdvaMed's principal external representative on payment and health care delivery policy, the Executive Vice President engages senior leaders across CMS, CMMI, HHS, Congress, industry, and the broader health care community to shape the policy environment affecting medical technology adoption and reimbursement. The successful candidate will bring exceptional strategic judgment, executive presence, and coalition-building skills, with a demonstrated ability to align diverse stakeholder interests, anticipate emerging challenges, and translate complex policy issues into meaningful results for members and patients. Essential Duties of Position Strategic Leadership & Stakeholder Engagement Establishes and leads AdvaMed's payment, reimbursement, market access, and health care delivery policy agenda Serves as the association's principal advisor on payment policy to the Chief Policy Officer, President & CEO, Board leadership, and executive team Leads executive-level member committees and governance bodies to establish policy priorities, develop consensus positions, and advance industry objectives Builds and leads coalitions with patient, physician, payer, provider, and other stakeholder organizations to advance AdvaMed policy priorities Identifies emerging challenges and opportunities affecting innovation, reimbursement, and patient access and develops policy solutions that advance industry interests Serves as an active member of the AdvaMed Policy Council and contributes to enterprise policy strategy, portfolio prioritization, and coordinated execution Represents AdvaMed as its senior spokesperson and advocate on payment and health care delivery policy Relationships with Key Government Agencies Leads AdvaMed's engagement with CMS, CMMI, HHS, Congress, and other policymakers to advance coverage, coding, payment, reimbursement, and market access priorities Directs development of policy comments, testimony, briefs, analyses, and advocacy materials related to federal payment and reimbursement policy Leads senior-level relationships and negotiations with policymakers and stakeholders to secure outcomes that improve patient access and support sustainable reimbursement frameworks Monitors and influences key policy developments, including Medicare payment regulations, coverage determinations, physician payment policy, and related reimbursement initiatives Champions and advances the medical technology industry's policy objectives before policymakers and stakeholders, shaping reimbursement and health care delivery frameworks that support innovation, investment, and patient access Managerial Effectiveness Provides strategic leadership and oversight for the Payment & Health Care Delivery Policy function Recruits, develops, coaches, and retains high-performing policy leaders and staff Establishes departmental priorities, performance expectations, and accountability measures Oversees department resources, budget, consultants, and external advisory relationships Ensures disciplined execution of strategic initiatives and alignment with enterprise objectives Knowledge, Skills, and Abilities Collaboration & Teamwork Exceptional executive presence, credibility, and organizational influence, with the ability to advise and engage member-company C-suite executives, Board leadership, policymakers, and senior external stakeholders on complex, technical, and high-stakes issues Demonstrated strategic leadership, negotiation, diplomacy, and coalition-building skills, including the ability to build trust, resolve conflict, and achieve durable consensus among members, AdvaMed staff, government agencies, and other stakeholders Demonstrated ability to lead high-performing teams through change, delegate effectively, develop senior talent, and hold leaders accountable for results Communication Ability to influence executive stakeholders, policymakers, industry leaders, and external partners in complex and politically sensitive environments Ability to communicate with authority as a public advocate and spokesperson and to represent the Association consistently across government, industry, media, and other external forums Ability to listen and interact productively with colleagues, members, and stakeholders while managing competing viewpoints toward productive outcomes Excellent verbal, written, and presentation skills, including persuasive writing and executive-level communications Decision Making, Problem Solving & Judgment Ability to obtain data and answers creatively and resourcefully to support policy development and strategic decisions Ability to understand and synthesize highly complex information for diverse audiences Demonstrated executive judgment and policy entrepreneurship, including the ability to anticipate change, establish strategic direction, make decisions in ambiguous environments, and translate analysis into market-shaping policy positions Demonstrated ability to build organizational strategy and translate long-term objectives into measurable policy, advocacy, and business outcomes Execution & Personal Effectiveness Effective planning, organizational, and communication skills Ability to lead multiple complex initiatives simultaneously Proficient in the use of relevant Microsoft Office Suite software Availability for meetings outside typical working hours Expertise & Experience Deep expertise in health care coverage, coding, payment, reimbursement, financing, economics, and market access policy, particularly within Medicare and other federal programs Experience with issues related to the development, revision, and payment of CPT and other reimbursement codes Thorough understanding of policy development, regulatory, and legislative processes Demonstrated success conceiving, championing, and securing adoption of policy solutions that advance innovation and patient access Specifications Minimum Education Required: Bachelor’s degree, plus an advanced degree in public policy or related field Minimum Experience Required: 15+ years of relevant health policy experience, including at least 10 years of progressive senior leadership and management responsibility Travel Required: Up to 10% Hybrid Work Policy: Teleworker: Employees report onsite regularly with some duties performed at home-based or alternative worksites within the Washington, DC Metropolitan area (DC, MD, VA). Minimum 2 days onsite per week.
