About the role:

The Facilities Management (FM) department plays a central role in ensuring the seamless operation, maintenance, and improvement of our properties. By aligning operational efficiency with the Estate's strategic objectives, the FM department significantly enhances tenant satisfaction, optimises resource utilisation, and maintains the overall standard of excellence in property management.
This role will provide technical and operational leadership for the Estate's M&E and hard services, ensuring building services are safe, compliant, effectively maintained and operated, while driving improvements in performance, efficiency, reliability, optimisation and sustainability.
The role will establish the framework, standards, processes and service requirements needed to manage hard services consistently across the Estate and develop the Estate's M&E strategy, providing a clear direction for the management, maintenance, investment and optimisation of M&E services and assets.
Working closely with internal teams, external consultants and suppliers, the role will establish the required baseline, address existing gaps and translate the framework and strategy into effective service delivery, contract performance and continuous improvement.

What you will do:

M&E & Hard Services Framework, Strategy and Delivery

  • Establish a clear baseline of the Estate's M&E assets, maintenance requirements, contracts, costs, performance and compliance, identifying gaps, risks and priorities.
  • Develop and implement an Estate-wide M&E framework and strategy, setting consistent standards, responsibilities, processes and technical requirements and establishing a clear medium- and long-term approach to the management, maintenance, investment and optimisation of M&E services and assets.
  • Recommend the future service delivery model and develop appropriate specifications, service standards and performance requirements to support effective delivery and value for money.
  • Provide technical oversight of building services, ensuring they are safe, compliant and effectively maintained, with appropriate consideration of statutory requirements, key risks, critical assets and service continuity.
  • Review, prioritise and drive the completion of outstanding risk assessment actions relating to M&E and hard services, working with relevant teams, consultants and suppliers to address identified risks and reduce remedial actions.
  • Identify and implement opportunities to improve building services performance, efficiency, optimisation and reliability through effective maintenance, controls, metering and the use of building data.
  • Establish appropriate asset, maintenance and performance information within the Estate's systems, including Dynamics 365 (D365) and M-Files, to support effective asset management, reporting and decision-making.
  • Manage and work with external consultants and suppliers where required, providing technical direction, reviewing deliverables and ensuring effective delivery.
  • Work with Sustainability, H&S and other relevant teams to support energy efficiency, carbon reduction and wider Estate objectives.

Procurement and Contract Management

  • Lead the procurement and mobilisation of M&E and hard services, working with Procurement and relevant internal stakeholders.
  • Support tendering, evaluation and contract award, ensuring technical requirements align with the M&E and hard services framework and strategy.
  • Provide recommendations to the Head of FM following tender evaluation on the proposed service lines and supplier appointments.
  • Manage and oversee M&E contracts and supplier performance, ensuring agreed standards are met and opportunities for continuous improvement are identified and delivered.

Technical Advice and Operational Support

  • Provide specialist M&E and technical advice and support to the FM and in-house Maintenance Team, including oversight on complex, recurring and escalated issues.
  • Undertake site visits, inspections and reviews as required to assess M&E systems, maintenance requirements, service delivery and identified issues, ensuring appropriate actions are recorded and addressed.
  • Provide recommendations, advice and support to operational FM activities where required, particularly where specialist M&E knowledge is needed, including maintenance, remedial works, emergencies and service continuity.
  • Provide M&E and building services input to projects, refurbishments and other property activities, helping to define technical and maintenance requirements and ensuring project scopes, asset registers, O&M documentation and handover information are aligned with operational and lifecycle requirements.
  • Support the FM and relevant teams with technical input into budgets, expenditure, quotations and works, ensuring appropriate consideration of value for money and lifecycle requirements.
  • Work collaboratively across the Estate to ensure M&E and hard services requirements are appropriately considered in operational, property, investment, sustainability and occupier matters.
  • Establish and maintain accurate and consistent asset, maintenance and service information in D365, M-Files and other relevant systems to support effective asset management, reporting and decision-making.
  • Contribute to the continuous improvement of Estate processes, systems and ways of working, using technology and data to improve efficiency and service delivery.

What you will need:

  • 5+ years’ experience in facilities, hard services or technical services management, with significant responsibility for M&E and building services.
  • Knowledge of SFG20 and equivalent maintenance standards, asset management, lifecycle planning and criticality assessment
  • Good working knowledge of relevant statutory compliance and maintenance requirements, including electrical, fire and gas safety, F-Gas, and water hygiene.
  • Experience developing M&E strategies, frameworks, specifications and service delivery models, and delivering or supporting procurement and mobilisation.
  • Experience of BMS, EMS, controls, energy optimisation and using data to improve operational performance.
  • Strong commercial, financial, analytical and data skills, including experience using CAFM or property management systems such as D365.
  • Strong stakeholder management skills, with the ability to influence, collaborate and constructively challenge internal teams, consultants and suppliers.
  • Excellent written and communication skills, with the ability to produce clear specifications, reports and recommendations for senior stakeholders.
