We are currently searching for an experienced Federal and State Procurement Specialist to join a team that supports public-sector clients in managing large federally and state-funded programs. You'll help clients and subrecipients plan, carry out, and document procurements that meet federal Uniform Guidance, state procurement law, and program-specific requirements. The work centers on getting procurement right the first time and keeping files audit-ready from solicitation through closeout.


This role is ideal for someone who knows procurement rules in depth, enjoys turning complex requirements into clear processes, and can work comfortably with state agencies, local governments, and grant recipients. The candidate can be located in Mobile or Montgomery, AL on a hybrid basis.

What you’ll be doing:

  • Review and evaluate subrecipient and client procurements for compliance with 2 CFR 200.317 through 200.327, applicable state procurement statutes, and program guidance.
  • Develop and review solicitation documents (RFPs, RFQs, IFBs), evaluation criteria, and scoring methodologies.
  • Confirm that required federal contract provisions (2 CFR Part 200, Appendix II) and any program-specific clauses are included in contracts and subcontracts.
  • Perform or review cost and price analyses, independent cost estimates, and sole-source justifications.
  • Verify suspension and debarment status through SAM.gov and document results in the procurement file.
  • Support compliance with cross-cutting requirements such as Davis-Bacon, Build America, Buy America (BABA), DBE/MBE/WBE participation, and conflict of interest standards, as applicable to each program.
  • Build and maintain procurement checklists, templates, desk guides, and standard operating procedures.
  • Conduct procurement file reviews and prepare findings, corrective action recommendations, and status reports.
  • Provide technical assistance and training to subrecipients and client staff.
  • Support audit, monitoring, and closeout activities by preparing and organizing documentation.

What you need to have:

  • Bachelor’s degree in business, public administration, supply chain, contracts management, or a related field, or equivalent experience.
  • 3+ years of experience in public procurement, grants compliance, or contract administration involving federal funds.
  • Working knowledge of 2 CFR Part 200 (Uniform Guidance), particularly procurement standards.
  • Familiarity with state and local public procurement and competitive bid requirements.
  • Strong attention to detail and the ability to build clear, well-organized documentation.
  • Excellent written and verbal communication skills, including the ability to explain regulatory requirements to non-specialists.
  • Proficiency with Microsoft Office (Word, Excel, Outlook, Teams).
  • Ability to pass a pre-employment drug screening to ensure a safe and productive work environment. Volkert adheres to federal guidelines, which may include testing for substances such as marijuana. Please note that federal regulations may differ from state-specific guidelines
  • Valid driver’s license and a satisfactory motor vehicle report (MVR)


Bonus points if you have:

  • Experience with programs funded by ARPA/SLFRF, IIJA (including BEAD), HHS, HUD, DOT, or FEMA.
  • Familiarity with the Federal Acquisition Regulation (FAR).
  • Experience with Alabama procurement law and agency practices.
  • Experience supporting single audits or federal monitoring reviews.
