Andrew Morgan LLC (AM) is a fast-growing Service-Disabled Veteran-Owned Small Business (SDVOSB). We are currently seeking a qualified Federal Budget SME to join our team support OneStream implementation for Federal clients. You'll be the senior functional authority on federal budgeting and PPBE, turning real-world budget processes into OneStream requirements and solution designs.
RESPONSIBILITIES:
- Advise on the full budget lifecycle. Serve as the senior client-facing SME on OneStream and EPM engagements, covering strategic planning, programming, POM development, budget formulation and justification, execution, spend planning, execution reviews, reprogramming, forecasting, and management reporting.
- Own budget policy alignment. Ensure every design follows OMB Circular A-11, PPBE guidance, agency-specific requirements, and federal financial management regulations and controls.
- Run requirements and process design. Lead sessions with budget analysts, program managers, comptrollers, resource managers, and executives to capture current-state processes, pain points, business rules, and data needs. Turn the results into current- and future-state process maps, user stories, traceability, and acceptance criteria, simplifying legacy processes rather than recreating spreadsheets.
- Translate budget controls into OneStream designs. Convert appropriation and fund structures, funding availability, budget versions, approval authorities, spend plans, commitments, obligations, expenditures, execution targets, reprogramming, and continuing resolutions into functional requirements. Shape them into workflows, dimensions, hierarchies, scenarios, forms, business rules, dashboards, reports, security, and approvals.
- Define decision support. Specify reporting for budget-to-actual variance, execution trends, forecasting, what-if scenarios, resource allocation, spend-plan monitoring, and drill-down analysis.
- Guide the build and validate before go-live. Partner with solution architects and developers from design through deployment so the solution reflects the client's PPBE lifecycle, organization, programs, and funding controls. Review designs, test scripts, SIT and UAT results, workflows, reports, and audit trails.
- Connect and reconcile data. Work with data and integration teams on how budget, accounting, execution, program, and workforce data flow between OneStream and ERP, accounting, acquisition, and HR systems. Reconcile actuals to budget and planning data so reporting is complete, accurate, and traceable.
- Communicate and support growth. Develop requirements documents, briefings, training, SOPs, and executive presentations that explain OneStream in budget terms. Support proposals and capture efforts.
REQUIREMENTS:
- 7+ years in federal financial management with hands-on budget formulation, execution, PPBE, or resource management. This experience should span multiple lifecycle phases, not just accounting or audit.
- Solid knowledge of PPBE, Defense and/or civilian budget processes, OMB A-11, and the GPRA Modernization Act.
- Experience turning budget policy and processes into functional requirements for enterprise systems.
- Experience with Financial Systems (ERP, EPM/CPM, budget) modernization projects.
- Strong writing and briefing skills.
- Bachelor's in Finance, Public Administration, Accounting, or a related field, or equivalent experience.
- Ability to obtain and maintain a security clearance.
PREFERRED QUALIFICATIONS:
- OneStream or a similar EPM platform, such as Oracle EPM/Hyperion, Anaplan, or SAP.
- Defense PPBE experience, such as POM, BES, President's Budget, execution reviews, or reprogramming.
- Working knowledge of appropriated funds, including budget authority, commitments, obligations, expenditures, and outlays.
- Federal ERP or accounting systems experience.
- CGFM or CDFM certification.
SALARY:
Base Salary: $120,000- $200,000
Salary is commensurate with both location and experience.
