This is a unique and exciting role that allows the right candidate to use their deep understanding of federal financial reporting to help build our next-generation, FM QSMO-aligned financial statement and reconciliation solution. We are looking for an experienced and creative federal financial reporting specialist to advise on the design, construction, and validation of our solution and drive value for our federal customers. You will be working alongside a talented team of accountants, analysts, solution architects and developers to build and enhance our best-in-class solution. This is a contractor, part-time or full-time position that will allow for 100% remote work.

Essential Duties & Responsibilities:

The mission of the Product delivery team at SMX is to create and deploy innovative products to our federal customers. We are building a Financial Management Quality Service Management Office (FM QSMO)-aligned solution for federal financial statement compilation and reconciliation that produces accurate, compliant, audit-ready financial reporting. The ideal candidate will have a firm grasp of federal financial reporting standards and a track record of continually improving reporting processes and solutions.
• Advise on the design and construction of the solution's data model, dimensions, and hierarchies to ensure they correctly support federal financial statement generation.
• Advise on and validate the development of USSGL (U.S. Standard General Ledger) crosswalks, ensuring transactions and attributes map correctly to financial statement line items.
• Validate that the solution is producing the correct information on the financial statements (Balance Sheet, Statement of Net Cost, Statement of Changes in Net Position, and Statement of Budgetary Resources) in accordance with OMB Circular A-136.
• Help design and validate the solution's approach to financial statement footnotes and disclosures, ensuring completeness, accuracy, and compliance with FASAB publications (e.g., SSFAC, SFFAS, interpretations, technical bulletins, technical releases, staff implementation guidance, meeting minutes).
• Advise on the design and validation of reconciliation tools, including GTAS-related reconciliations and trial balance validation logic.
• Ensure the solution aligns with FM QSMO standards and federal financial management requirements.
• Clearly explain proposed functionality and reporting logic using visual aids like mockups, crosswalk maps, and process flow diagrams (Designers will assist with the aesthetics).
• Explain federal financial reporting processes and standards to employees with no government experience.
• Conduct business process analysis.
• Work with key stakeholders to prioritize and manage the solution roadmap needs.
Responsibilities:
• Gathering of requirements and working with the implementation team to design, build, and validate the financial statement and reconciliation solution (Requirements, design, testing, etc.).
• Clearly explain proposed functionality using visual aids like mockups and process flow diagrams (Designers will assist with the aesthetics).
• Define and validate the business rules behind dimensions, crosswalks, statement outputs, and footnote generation.
• Aid during software releases to ensure the application is fully tested and documented.
• Develop test plans, test scenarios/cases, and manage testing execution — including validation that statements and footnotes tie to source data.
• Create documentation as needed (e.g., admin documentation, end-user documentation, crosswalk/dimension design documentation, training guides, online help, etc.).

Required Skills & Experience

• 7+ years of federal financial management experience, ideally including time spent at a federal agency or a federal consulting practice (Big 4 or specialized public sector firm).
• Demonstrated experience in federal financial statement preparation and/or auditing of prepared financial statements.
• Familiarity with the US Federal Unified Shared Service Management [USSM.gsa.gov) framework, particularly the Modernization Playbook, the Federal Integrated Business Framework [FIBF] with associated business use cases and data standards, the GovOps Marketplace, and the Quality Service Management Offices [QSMO].
• Hands-on GTAS experience, including trial balance submission, FBwT reconciliation between GTAS and CARS, abnormal balance causes, budget accrual reconciliation, GTAS edits, and GTAS validations.
• Working knowledge of the Treasury Financial Manual (TFM), particularly Volume 2 Chapter 4700 and accompanying appendices, and the USSGL supplemental guidance including the GTAS edits and validations, financial statement crosswalks, and published posting logic scenarios
• Strong working knowledge of OMB Circular A-123 (internal control), OMB Circular A-136 (financial reporting requirements) and OMB Circular A-11 (budget).
• Solid understanding of FASAB publications (e.g., SSFAC, SFFAS, interpretations, technical bulletins, technical releases, staff implementation guidance, meeting minutes). Experience designing or validating financial statement footnotes and disclosures.
• Familiarity with FISCAM.
• Excellent organizational skills
• Excellent presentation skills
• Curiosity and desire to learn
• Proficient with Microsoft Excel and PowerPoint
• A bachelor's degree in accounting, or a related field. Additional years of experience in lieu of degree will be considered.

Desired Skills & Experience

• CPA, CGFM, or CDFM certification
• Experience building, deploying, or validating a federal financial reporting, consolidation, or reconciliation solution
• Experience with an off the shelf planning/consolidation tool (e.g. SAP BPC, SAC, OneStream, Oracle, Hyperion, Anaplan, etc.) or a custom-built solution
• Experience with an off the shelf BI/Reporting tool (e.g. SAP SAC, PowerBI, Tableau, Qlik, etc.)
• Experience designing data models, dimensions, and crosswalks for financial reporting
