Job Description
Safal Partners holds certifications and contracts across various contract vehicles. Each one carries obligations.
We are looking for someone to own that picture end to end. You will keep the company current on every recurring compliance and reporting requirement it carries, and you will read the terms and conditions on new opportunities, so leadership knows what they are signing up for before they sign up for it.
This is a role with real breadth. In a given month you might run a certification audit cycle, price a bid against our schedule rates, file a sales report to a federal portal, and tell a capture team that a clause in a solicitation will cost more to comply with than the work is worth. If you like knowing how the whole machine fits together rather than tending one corner of it, this will suit you.
Duties and Responsibilities
- Own the compliance calendar. Keep one authoritative view of every recurring obligation the company carries, with a named owner, a due date and a defined piece of evidence on each. Chase owners ahead of deadlines and give leadership a monthly read on what is due, what is late, and what is at risk.
- Run the certification cycles. Coordinate internal and external audits with our certification body and audit firm, run the recurring management reviews and risk assessments, keep controlled documents current, and close out corrective actions. Confirm each year that we still meet the standard we claim and raise it early if something has changed.
- Keep contract reporting and registrations current. Work with the contract and program teams so nothing a vehicle requires gets missed, across federal and state reporting and registrations alike. Some filings are prepared by colleagues or outside partners; you hold the thread on all of them.
- Review terms and conditions. Read the clauses on solicitations and awards and translate them into the obligations they create. Maintain the clause matrix, track where a requirement flows down to subcontractors, and create a plan to remain compliant.
- Advise on bid decisions. Give leadership a clear written position before a go/no-go call: what the solicitation requires that we do not already do, what it would take to close that gap, whether it is gated on a certification we do not hold, and your recommendation.
- Build bid pricing. Develop pricing for solicitations: map the required labor categories to our vehicle rates, build the price-to-win model, apply discounts where needed to reach a competitive price, and check margins so nothing goes out priced below cost.
- Respond to public information requests. Own public information and records requests end to end: work out what is responsive, gather and review the records, prepare the response including any redactions, and get it out within the required timeframe.
- Support BD forms. Help business development complete the forms that come with bidding — representations and certifications, vendor registrations, and the compliance sections of proposals — so the answers are accurate and consistent with what we actually do.
Required Qualifications
- Five or more years in government contract administration, compliance or contracts management, with a federal prime or subcontractor.
- Associate’s degree is required.
- Working knowledge of the FAR and DFARS, and the ability to read a solicitation and spot which clauses create real obligations.
- Hands-on experience with at least one certification regime – ISO 27001, ISO 9001, CMMC or NIST 800-171 – including preparing for an audit and sitting through it.
- Experience running a compliance or obligation calendar with multiple owners and hard external deadlines.
- Familiarity with federal reporting and registration systems such as SAM.gov, PIEE, SPRS or the FAS Sales Reporting Portal.
- The ability to brief executives plainly: a recommendation, the reasoning behind it, and what would change your mind.
- Sound judgement about scope. You will be asked what we do and do not handle, and the answer has consequences.
- Experience building pricing for competitive bids – mapping labor categories to rate schedules, building price-to-win models, and analyzing margin.
Preferred Qualifications
- CMMC experience at Level 1 or Level 2, including self-assessment scoring and SPRS submission.
- Lead auditor or internal auditor training for ISO 27001 or ISO 9001.
- Experience with GSA MAS, SEWP, OASIS+ or state purchasing vehicles.
- A background in supplier or third-party risk assessment.
- Comfort building and maintaining your own trackers in Smartsheet or similar.
Who you'll work with
You will report to the Director of Finance. Day to day you will work with capture and business development on bid reviews, with our technology partner on security evidence, and with program teams on contract requirements. Outside the company you will be the point of contact for our certification body, our internal audit firm and our reporting partners.
