Our client is a large public-sector organisation seeking a Financial Transaction Services Manager to lead its core transactional finance services.

Reporting to the Group Chief Financial Officer, you will provide strategic and operational leadership across rates, water billing, accounts payable and accounts receivable. You will lead four Team Leaders and provide direction across a sizeable wider function. This is a broad role that combines people leadership, policy development, financial control and operational improvement.

About The Role

This position is focused on leadership and strategic oversight. You will set direction, support your leaders and ensure policies, controls and service expectations are understood and applied consistently. Your responsibilities will include:

  • Leading four direct reports across rates, billing, accounts payable and accounts receivable
  • Setting clear priorities and expectations across the wider financial transactions function
  • Maintaining strong financial controls, including delegations, approvals, reconciliations and assurance processes
  • Providing oversight of billing, payment, collection and debt-management activities
  • Ensuring relevant legislative, statutory and policy requirements are reflected in operational processes
  • Supporting internal and external audit activity and addressing control or compliance matters
  • Building effective relationships with senior leaders, operational teams, external partners, ratepayers and other stakeholders

About You

We are looking for an experienced senior leader who understands complex, high-volume financial or transactional services. You will be comfortable leading through Team Leaders, working across organisational boundaries and providing clear advice on complex operational and financial matters. Ideally, you will bring:

  • Proven people leadership experience, including leadership through other people leaders across a finance function
  • Strong financial and operational control experience, including risk, delegations and compliance
  • Experience across several transactional finance disciplines
  • Experience leading significant operational, process or systems change while maintaining service continuity
  • Sound judgement and strong analytical capability
  • Excellent stakeholder engagement and communication skills

Experience in Government and TechnologyOne would be advantageous.

What is in it for you?

This is an opportunity to lead a sizeable and highly visible financial operations portfolio within an organisation undergoing meaningful change. The breadth of the position also provides scope to contribute beyond your immediate portfolio once core service delivery is running effectively.

Benefits Include

  • Hybrid working, including two days from home
  • Standard annual leave plus five additional days (quarterly wellbeing days and birthday leave)
  • $400 annual wellbeing allowance
  • Access to pools and fitness facilities
  • Employee discounts and subsidies
  • Exposure to significant organisational and sector change
  • Opportunities to contribute to wider initiatives and adjacent projects.
