Financial & Grants Manager FEMA Program Management Services Position Overview The Financial & Grants Manager will provide leadership and oversight of financial management, grants administration, cost documentation, compliance monitoring, financial controls, and reporting activities supporting FEMA disaster recovery, Public Assistance, and related emergency management programs. The position will ensure that program and project financial activities are properly documented, monitored, reconciled, and reported in accordance with applicable FEMA requirements, federal regulations, grant conditions, procurement requirements, and client policies. The Financial & Grants Manager will work closely with the Program Manager, Project Managers, project controls, procurement, finance, legal, technical teams, and other stakeholders to identify financial and compliance risks, resolve issues, strengthen controls, and support the successful delivery and closeout of federally funded projects. Key Responsibilities Lead financial management and grants administration activities supporting FEMA disaster recovery and Public Assistance programs. Monitor program and project budgets, expenditures, obligations, reimbursements, funding, and financial performance. Review costs, invoices, contracts, procurement records, timesheets, and supporting documentation for completeness, allowability, and compliance. Ensure compliance with FEMA requirements, federal grant regulations, applicable cost principles, procurement standards, and 2 CFR Part 200. Provide technical guidance to project teams on eligible costs, documentation, reimbursement, budget revisions, and grant requirements. Develop and maintain financial trackers, reconciliations, dashboards, reports, and other tools to support program oversight and decision-making. Identify financial, compliance, and documentation risks and coordinate corrective actions and resolution of issues. Support audits, monitoring reviews, reimbursement packages, grant reporting, and project closeout activities. Coordinate with the Program Manager, Project Managers, finance, procurement, legal, FEMA, COR3, and other stakeholders on financial and grants-related matters. Recommend and implement process improvements, internal controls, and quality assurance practices to strengthen program performance and audit readiness. Required Qualifications Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Emergency Management, or a related field. Equivalent relevant experience may be considered. Minimum of 7 years of progressive experience in financial management, grants management, federal programs, public-sector finance, disaster recovery, or related consulting services. Demonstrated experience managing or overseeing grant budgets, reimbursements, cost documentation, financial reporting, compliance reviews, reconciliations, or grant closeout activities. Working knowledge of FEMA Public Assistance and federal grant administration requirements. Working knowledge of federal procurement requirements, uniform administrative requirements, cost principles, and audit standards. Strong understanding of internal controls, financial reconciliation, documentation standards, and audit readiness. Demonstrated ability to analyze complex financial and grant information and identify risks, inconsistencies, and compliance issues. Advanced proficiency with Microsoft Excel and financial tracking tools, including the ability to work with large datasets, reconciliations, dashboards, and financial reports. Strong written and verbal communication skills, with the ability to communicate financial and grant requirements to technical and non-technical audiences. Demonstrated ability to manage competing priorities, meet deadlines, and work effectively in a fast-paced disaster recovery and program management environment. Preferred Qualifications Master’s degree in Accounting, Finance, Public Administration, Business Administration, Emergency Management, or a related field. CPA, CGFM, CFE, PMP, or other relevant professional certification. Experience supporting FEMA Public Assistance, Hazard Mitigation Assistance, CDBG-DR, or other federally funded disaster recovery programs. Experience supporting state, territorial, municipal, nonprofit, or other public-sector applicants and subrecipients. Familiarity with FEMA Grants Portal, Grants Manager, Emergency Management Mission Integrated Environment (EMMIE), Project Worksheets, Damage Inventories, scope and cost development, Direct Administrative Costs, and grant closeout processes. Experience supporting large-scale infrastructure recovery or federally funded programs. Experience developing standard operating procedures, financial controls, grant compliance tools, training materials, dashboards, or quality assurance programs. Experience working in Puerto Rico, the Caribbean, or other post-disaster recovery environments. Bilingual English/Spanish communication skills are strongly preferred for assignments supporting Puerto Rico and Spanish-speaking stakeholders. Travel may be required to support applicant meetings, project and site coordination, financial reviews, audits, disaster recovery operations, client briefings, and other program activities. The position may require periods of heightened activity, accelerated deadlines, and coordination across multiple stakeholders during active recovery operations.
