ANNUAL SALARY: $54,680

REQUIREMENTS (EDUCATION, EXPERIENCE, LICENSURE, CERTIFICATION):
- Bachelor's degree in accounting, finance, business administration, public administration or closely related field from an accredited college or university with coursework in business statistics; AND
- One (1) year of experience in accounting or budgeting which evidences a comprehensive knowledge of regulations & procedures governing fiscal activities.
- Or equivalent

- At least 5 years of experience of processing bills in a County.
JOB DUTIES (SUMMARY):
- Fiscal Processing, Review and Issue Resolution: Processes invoices, one-time payments, employee reimbursements, purchase orders, vendor-less purchase orders, and other fiscal transactions using applicable fiscal and accounting systems. (i.e.- Single Sign-on, Performance, On-Base, CFIS, SACWIS). Reviews invoices, transactions, and supporting documentation for completeness, accuracy, appropriate coding, and compliance with established fiscal requirements. Identifies and researches discrepancies; obtains missing or corrected information; and works with vendors and/or internal staff to resolve routine fiscal and payment issues. Ensure established account coding is accurately applied, makes required system updates within established timeframes, and forwards appropriate documentation for payment or further processing. Refers significant or unresolved fiscal matters to the Budget Officer and/or management.
- Fiscal Analysis, Reconciliation and Reporting: Prepares, reviews, and analyzes detailed fiscal reports and financial documents for federal, state, and county reporting and compliance purposes. Reviews fiscal data, transactions, and supporting documentation; identifies errors and discrepancies; research underlying information; and processes corrections in accordance with established requirements. Prepares journal entries, inter-fund transfers, financial adjustments, and related documentation for review and/or approval, as applicable. Performs internal fiscal reviews; verifies entries; monitors receipts and disbursements; and prepares and finalizes reports, analyses, summaries, and supporting data.ms internal audits; adjusts revenue and disbursement journals, finalizes reports and input data; verifies entries and monitors receipts and disbursements.
- Assigned Functional Area/Vendor Fiscal Lead: Serves as the primary fiscal contact and subject-matter resource for assigned programs, functional areas, and/or vendor relationships. Develops and maintains comprehensive working knowledge of assigned fiscal processes, systems, requirements, contracts, and recurring activities. Coordinates day-to-day fiscal activities within assigned areas; monitors fiscal activity and related transactions; researches and resolves routine issues within established requirements; communicates with vendors and internal stakeholders; and provides guidance and training to employees and vendors regarding established fiscal processes, procedures, systems, and requirements. Identifies issues requiring additional review and escalates significant or unresolved matters to the Budget Officer and/or management. Provides cross-functional support and coverage for other Fiscal Analyst assignments as operational needs require.
- Contract, Purchase Order and Fiscal Support: Provides fiscal assistance to contracted service providers and vendors to support compliance with established fiscal, contractual, and accounting requirements. Reviews purchase orders, contract balances, expenditures, and related fiscal activity; monitors available funding and transaction activity; and analyzes reports and other fiscal information to identify potential adjustments or concerns. Provides recommendations regarding purchase order increases/decreases and other fiscal adjustments for consideration by the Budget Officer and/or management. Assists management with the development and implementation of fiscal procedures, forms, and accounting processes based on operational knowledge and experience. Provides guidance to vendors and employees regarding established fiscal requirements and refers significant disputes or matters requiring higher-level determination from management.
- Compliance, Data and Program Fiscal Support: Reviews, collects, validates, and maintains fiscal and program-related data used for financial, budgetary, statistical, State, Federal, and County reporting. Reviews coding and supporting documentation for consistency with established requirements; identifies discrepancies and requests corrections when necessary; and provides guidance to employees and vendors regarding established coding and documentation requirements. Research questionable transactions or information using available systems, records, and supporting documentation and provides findings to management when further review is warranted. Assists with the development and maintenance of records control systems, spreadsheets, databases, reports, and related supporting documentation.

- Ability to: Define problems, collect data, establish facts, and draw valid conclusions; calculate fractions, decimals and percentages; gather, collate and classify information about data, people or things; handle sensitive inquiries from and contacts with officials and general public; cooperate with co-workers on group projects.
ESSENTIAL JOB FACTORS:
- Must undergo a background check via the Ohio Bureau of Criminal Identification and Investigation (BCI). Must have a car, valid driver’s license issued by the state of residency and required auto liability insurance.
BACKGROUND CHECKS REQUIRED:
Background checks consistent with requirements in OAC 5101:2-5-09 must be completed at employment and every ten years following, including but not limited to the following systems:
- State Automated Child Welfare Information System (SACWIS)
- State Child/Abuse Neglect Central Registry Check for any state in which the applicant resided within the last five years
- Ohio Bureau of Criminal Identification Investigation (BCI)
- FBI
- National Sex Offender Public website (WWW.NSOPW.Gov) Code 5101:2-5-09 must be conducted for each prospective employee
