Fiscal & Business Analyst II

The Fiscal Business Analyst II supports the financial operations of the Department of Emergency Medicine within USF Health. The incumbent provides financial analysis, budget projections, account reconciliation, and fiscal resource management, and serves as a key point of contact for faculty and staff on budget-related matters. This position reports to the Associate Director of Fiscal and Business Management.

Budget Management & Financial Analysis 25%

• Develop and monitor the annual operating budget for the Department of Emergency Medicine, including funds tied to the TeamHealth/USF agreement.

• Prepare financial projections, variance analyses, and cash-flow forecasts to support planning for a growing faculty complement.

• Identify spending trends and advise the Associate Director and department leadership on over/under allocations, recommending budget or expenditure transfers as needed.

TeamHealth Agreement & Contract Compliance 20%

• Monitor expenditures and funding allocations under the executed TeamHealth/USF agreement to ensure compliance with contract terms, University policy, and applicable state/federal regulations.

• Track faculty and staff positions funded under the agreement, reconciles agreement-related accounts, and supports periodic reporting to TeamHealth and University stakeholders.

Account Reconciliation & Financial Reporting 18%

• Reconciles multiple account types (E&G, Auxiliary, UMSA/USFF convenience accounts, Carryforward, and related funds) on a monthly basis.

• Prepare financial statements, cash-balance reports, and management-ready reporting packages.

• Resolve discrepancies and maintain accurate, audit-ready financial records.

Faculty Growth & Workforce Financial Support 15%

• Provide fiscal support for the onboarding and ongoing compensation administration of newly recruited faculty, including the 15-faculty hired effective July 1, 2026.

• Perform payroll and salary-funding analysis, advise on chartfields/combo codes, and coordinate with HR and Payroll to ensure faculty funding is accurately established and maintained.

Purchasing, Travel & Expenditure Oversight 12%

• Review and process purchasing, travel, and accounts payable/receivable transactions for the department.

• Recommend and implement procedural and internal-control enhancements to ensure compliance with USF purchasing and travel policy.

Liaison & Advisory Support 5%

• Serve as the department point of contact for faculty, staff, and central offices (Budget Office, Research Financial Management, Human Resources, USF Health Business Office) on fiscal and budget-related inquiries.

• Advise faculty and staff on applicable USF policies, procedures, and funding requirements.

Other Duties as Assigned 5%

• Perform other duties as assigned by the Associate Director of Fiscal and Business Management or department leadership. This allowance is included to provide flexibility for responsibilities that arise during the course of departmental operations and are not fully captured by the categories above.

Minimum Qualifications:

• This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and 2-4 years of fiscal related work experience; or a bachelor's degree in no specific required field and three years of fiscal related work experience; or five years fiscal related work experience.

Preferred Qualifications:

• Demonstrated experience with budget development, account reconciliation, and financial reporting.
• Experience in a higher education or academic medicine fiscal environment, including grant, contract, or agreement-based funding (e.g., clinical services or academic practice agreements such as the TeamHealth agreement).
• Experience with USF financial systems (e.g., FAST, GEMS/PeopleSoft, Finance Mart, Power BI, Archivum, Bull Marketplace).
• Experience supporting a growing department or faculty group, including payroll/salary-funding analysis and onboarding-related fiscal setup.

• A public employer may include a postsecondary degree as a baseline requirement only as an
alternative to the number of years of direct experience required, not to exceed:
• (a) Two years of direct experience for an associate degree;
• (b) Four years of direct experience for a bachelor’s degree;
• (c) Six years of direct experience for a master’s degree;
• (d) Seven years of direct experience for a professional degree; or
• (e) Nine years of direct experience for a doctoral degree
• Related work experience may not substitute for any required licensure, certification, or registration
required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
• Minimum Qualifications that require a high school diploma are exempt from SB 1310.
