The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

Description of Work

The Early Childhood and Foster Care Program Administrator is responsible for providing statewide leadership, oversight, and technical assistance for federally funded programs and initiatives that support early childhood education and students in foster care. Through technical assistance, monitoring, and strategic planning, the Program Administrator advances divisional goals, strengthens compliance systems, and enhances educational opportunities for young children and students in foster care across North Carolina.

This is a remote position that may require travel not limited to in office staff days, regional support team meetings, professional development trainings and monitoring events throughout the year.

Job Responsibilities:

Ensure compliance with federal and state requirements, coordinates data collection and reporting processes, and promotes the effective implementation of program objectives designed to improve educational access, stability, and outcomes for vulnerable student populations.

Collaborate with local education agencies, program directors, and cross-functional teams to monitor program performance, provide guidance on fiscal and programmatic requirements, analyze data to inform decision-making, and support continuous improvement efforts.

Provide statewide leadership and oversight for Early Childhood and Foster Care programs to ensure compliance with federal and state laws, regulations, policies, and reporting requirements.

Provide technical assistance, consultation, and professional development to LEAs, school personnel, community partners, and other stakeholders regarding program requirements, best practices, and educational services for young children and students in foster care.

Coordinate data collection, analysis, and reporting activities to support federal and state accountability requirements and program improvement efforts.

Monitor local education agency (LEA) implementation, reviewing program effectiveness, developing guidance and procedures, conducting compliance reviews, supporting corrective action plans, and ensuring program activities align with departmental and federal objectives.

Develop training materials, delivering presentations, facilitating meetings, responding to inquiries, and supporting local capacity-building efforts.

Primary Purpose of the Office of Federal Programs:

The Office of Federal Programs is responsible for This division supports approximately $600,000,000 in federal funds provided to districts and schools each year and an additional $6,000,000 in state funds. The primary role of this division is to provide grants administration, program monitoring, data collection and reporting, and to facilitate the necessary technical assistance to ensure not only compliance, but quality programs for students. Grant-funding programs include Title I-A, Title I-C - Migrant Education, Title II, Title III, Neglected and Delinquent, Rural Education Achievement Programs, Title IV-A, Title IV-B 21st Century Community Learning Centers (CCLC), School Improvement Grants, and Homeless Education. The division is responsible for other federal initiatives including the ESSA State Plan, Targeted and Comprehensive Support and Improvement, the National Title I Distinguished Schools Program, the Federal Teacher Loan Forgiveness Program, Federal Comparability Reporting, Federal Prayer Certification, Ed-Flex Authority, Consolidated State Performance Report System (CFDC), Migrant Student Interstate Exchange Initiative (MSIX), 21st CCLC Data Collection, the Committee of Practitioners (COP), Section 504, NCSTAR, and the state funded Extended Learning and Integrated Student Support Grant Program.


Minimum Education and Experience

Master's degree in education, school administration, business administration, or public administration from an appropriately accredited institution and four years of responsible administrative experience in an education environment at the local, state, or federal level; or an equivalent combination of education and experience.
