GBV Consultant- Capacity Building-Endline Survey

The Position: The endline survey will assess the extent to which the programme achieved its intended outcomes, including institutional and individual capacity improvements and the application of knowledge in humanitarian settings. The consultant will work under the overall supervision of the GBV Programme Specialist . Technical guidance will also be provided by the GBV Programme team and relevant Monitoring and Evaluation personnel. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results Job Purpose: The purpose of this consultancy is to design and conduct an endline evaluation survey to assess the effectiveness, outcomes, and impact of UNFPA-supported GBV capacity strengthening initiatives implemented under humanitarian response programmes. The consultant will evaluate changes in knowledge, skills, attitudes, confidence, and application of learning among Women-Led Organizations (WLOs), GBV service providers, and humanitarian workers who participated in GBV capacity development activities. The findings will inform programme improvement, accountability to donors, future capacity-building investments, and evidence-based programming. You would be responsible for: Under the overall supervision of the GBV Programme Specialist/Head of Unit, the consultant will undertake the following tasks: 1. Inception Phase Review all relevant programme documents, including: Capacity-building strategy Training packages Pre/Post-test results Monitoring reports Attendance records Previous assessments Indicator Tracking Tables Results Framework Hold inception meetings with UNFPA and IMC technical teams. Develop an inception report outlining: Methodology Sampling approach Survey framework Data collection plan Workplan 2. Survey Design Develop data collection tools including: Structured quantitative questionnaire Qualitative interview guides Focus Group Discussion (FGD) guides Key Informant Interview (KII) guides Observation checklist (where applicable) The tools should assess: Individual Capacity Knowledge retention Understanding of GBV Guiding Principles Survivor-centred approach GBV Case Management Referral pathways GBV Risk Mitigation Psychological First Aid PSEA Safe disclosure Ethical information management Disability inclusion Accountability to Affected Populations (AAP) Organizational Capacity Institutional systems SOP implementation Referral mechanisms Coordination participation Data management Quality assurance Staff confidence Training cascade Sustainability 3. Sampling Under the guidance of the UNFPA GBV Unit, develop a statistically appropriate sampling methodology covering: Target groups: Women-Led Organizations (WLOs) GBV Case Workers Psychosocial Support Providers Health Providers Protection Staff Humanitarian Workers Government counterparts (where applicable) Ensure representation by: State Organization Gender Disability inclusion Years of experience 4. Data Collection The Consultant will conduct field and/or remote data collection using mixed methods. Activities include: Online surveys Face-to-face interviews Key Informant Interviews Focus Group Discussions Desk Research The Consultant will have to demonstrate ability to apply the highest ethics in research and data protection, including but not limited to: Confidentiality Do No Harm principles Informed consent Data protection Ability to provide safe referral protocols if protection concerns arise 5. Data Analysis The Consultant is expected to provide the analysis of quantitative and qualitative data using appropriate statistical software. The analysis focuses on the capacity of the WLOs and should provide the overview of the impact of the project, reflecting the: Knowledge improvement Skills application Behavioural change Confidence levels Institutional change Service quality improvements Remaining capacity gaps Recommendations for future programming Where baseline data exist, compare endline findings with baseline results. 6. Reporting The overall objective of the consultancy is the Project Impact Report outlining the: Executive Summary Methodology Limitations Findings Comparative analysis Conclusions Lessons learned Good practices Recommendations 7. Validation Workshop The Consultant is expected to present the draft report to UNFPA and stakeholders and facilitate the collection of the relevant feedback, that shall be included into the final report. 8. Deliverables Final Project Impact Report Executive Summary PowerPoint Presentation Clean dataset Data collection tools Codebook Statistical outputs Final databas Place where services are to be delivered: Home-based with expected travel to selected implementation locations within Sudan. While the travel itself is subject to security clearance and operational feasibility, the consultant is expected to organize their own travel for the purpose of this consultancy. Delivery dates and how work will be delivered ( e.g. electronic, hard copy etc.): The Consultant is expected to organize the contracted time as follows: Inception report: 5 working days after contract signing Final methodology and tools 2 working days Data collection and 25 working days Analysis and Drafting the Impact Report (with feedback from the GBV Unit) 7 working days Validation workshop preparation 2 working days Final Report 3 working days Monitoring and progress control, including reporting requirements, periodicity format and deadline: The consultant shall provide: Weekly progress updates Regular coordination meetings with UNFPA Draft deliverables for technical review Revised deliverables incorporating comments Progress shall be monitored through scheduled review meetings and approval of each deliverable. Qualifications and Experience: Education: Advanced university degree (Master's degree preferred) in one or more of the following fields: gender studies, development studies, sociology, psychology, humanitarian studies, international development or another relevant discipline. Knowledge and Experience: Minimum 5 years of progressively responsible professional experience in monitoring and evaluation, programme evaluation, or research. Demonstrated experience conducting large-scale surveys, evaluations, and assessments. Proven experience in humanitarian programming, preferably in Gender-Based Violence (GBV) and protection. Experience working with UN agencies, INGOs, national NGOs, and Women-Led Organizations is highly desirable. Languages: Fluent in English and Arabic.
