Job Profile The Information Management Officer (IMO) ensures critical coordination function across health partners working in North Darfur and strengthens availability and utilization of timely, high-quality data and analysis to guide humanitarian health coordination and response. Seconded to the WHO- Sub national Health Cluster in North Darfur, you will work closely with national and sub-national Health Cluster coordination teams, WHO, FMoH, OCHA and health partners to re-establish data flows, strengthen partner reporting, maintain core information products, support assessments and planning, and translate complex health information into practical analysis for decision-making. Operating in a complex emergency environment, you will provide technical leadership across 4Ws, HeRAMS, ActivityInfo, dashboards, GIS, assessments, situation reporting and humanitarian planning. The role is expected to work with a high degree of autonomy while maintaining strong coordination with Relief International. Key Responsibilities Accountability and Complexity Lead the Health Cluster information management function at assigned level, ensuring timely, reliable and consistent collection, analysis, production and dissemination of critical health-response information. Maintain an effective flow of information from sub-national coordination hubs and health partners, identifying data gaps, resolving quality issues and supporting consistent reporting across the response. Translate complex health, operational and partner data into clear analysis, dashboards, maps, situation reports and other information products that support evidence-based prioritization and decision-making. Work across multiple agencies and coordination structures in a volatile humanitarian context, balancing urgent operational information needs with data quality, standardization and accountability requirements. Provide technical input to national response planning, partner coordination, emergency preparedness and response monitoring, including time-sensitive outbreak and service availability analysis. Information Management, Analysis and Reporting Collect and analyze response-specific information, including who is responding, what activities are being delivered, where, at what scale, how quickly and with what current status, and use this analysis to produce internal and external Health Cluster situation reports (SitReps). Compile and maintain inter-country information from WHO and partners, including contact lists, performance monitoring data, health indicators, health situation data and response data. Review and clean the Arabic Health Facility Master List provided by FMoH, ensuring accuracy and standardization, and use the approved master list to improve consistency in partner health-facility reporting. Unify the health partners’ reporting using the cleaned master list, ensuring high-quality data and consistency in health facility reporting. Conduct basic geographic analysis and produce maps, dashboards and visualizations for SitReps, operational reporting and coordination products. Maintain and strengthen relevant information management platforms and products, including 4Ws, HeRAMS, ActivityInfo, databases, dashboards and other response-monitoring tools. Assessments, Planning and Humanitarian Programme Cycle Conduct and support rapid needs assessments, health risk assessments and Public Health Situation Analyses, ensuring robust health inputs to humanitarian needs overviews (HNO), strategic response plans and other planning processes. Design and support the information management components of Health Cluster assessments in collaboration with national and sub-national coordination teams, including partner capacity mapping, service availability and functionality assessments, response monitoring, operational gap analysis, and preparedness and response capacity assessments. Provide information and analysis for project proposals, appeals, reports and dashboards, supporting coordinated resource mobilization and operational decision-making. Contribute data-driven analysis to the 2027 Humanitarian Programme Cycle (HPC), Humanitarian Response Plan (HRP) and Joint Inter-Agency Appeals Group (JIAG), ensuring health data and needs are integrated into broader humanitarian planning and prioritization. Prepare monthly updates from sub-national hubs by compiling weekly inputs from health partners for the National Health Sector Partner Coordinator and other relevant coordination forums. Coordination, Technical Leadership and Capacity Building Collaborate with OCHA, WHO, FMoH, UN agencies, NGOs and other partners on inter-agency information management initiatives, strengthening information sharing and contributing to inter-sectoral dashboards and reports. Provide ongoing technical guidance and training to team members and partners on data gathering, analysis, quality assurance, performance monitoring, information dissemination and the practical application of Health Cluster information management standards. Develop capacity-building materials and facilitate training on the Public Health Information Management Toolkit and other relevant tools and approaches for health partners. Support national and sub-national Health Cluster coordination teams, including Roving Health Cluster Coordinators, with information products, operational analysis and evidence required for partner coordination and response decisions. Subject to funding availability and approval, plan and undertake field missions to support Health Cluster and Public Health Information Systems assessments; document findings and recommendations to inform provincial and national health-response priorities and implementation of the Disease Outbreak Emergency Plans. Essential criteria Master’s degree in information management systems, Information Technology, Public Health, Statistics, GIS or a related field. Minimum 6-8 years of progressively responsible experience in humanitarian information management, preferably supporting Health or Nutrition Clusters, including at least 5 years of directly related experience in information management, monitoring, needs assessment, data management, project management and information dissemination in public health, health development or humanitarian emergency settings. Demonstrated Health Cluster information management experience, including 4Ws, HeRAMS, ActivityInfo, dashboards, GIS mapping, humanitarian reporting, HNO processes, health assessments, partner mapping and service availability analysis. Advanced practical skills in Power BI, Excel, Kobo Toolbox, ArcGIS/GIS, dashboard development, database management and data visualization. Proven experience designing data collection tools, SOPs, information products, maps, infographics, dashboards and situation reports, with strong attention to data quality and standardization. Experience working with WHO, UN agencies, NGOs and inter-agency coordination mechanisms in complex emergency settings. Strong analytical, coordination, facilitation, communication and capacity-building skills, with the ability to translate data into clear operational recommendations for evidence-based decision-making. Expert English and Arabic. Ability and willingness to work in a complex humanitarian environment and undertake in-country field travel subject to funding, security and management approval. Desirable criteria Previous experience in Sudan Previous experience supporting a national or sub-national Health Cluster information management function in Sudan or a comparable complex emergency context. Experience developing or facilitating training on the Public Health Information Management Toolkit. Familiarity with health-facility master lists and coordination with Ministries of Health and OCHA on inter-sectoral information products.
