Niyam IT is seeking a GIS Analyst to support a Radar Site and Spectrum Relocation Analysis Support program for a federal client that operates a nationwide network of weather radar (NEXRAD) facilities. This effort supports a broader federal initiative to repurpose spectrum for commercial licensed use, while ensuring the client agency retains its mission-critical weather forecasting capabilities. The GIS Analyst will build and maintain the geospatial backbone used across the program, integrating spectrum, terrain, obstruction, and field-survey data into analysis-ready layers and dashboards. This position is fully remote, with minimal, occasional travel as noted below.
This position is associated with a proposal submission and is contingent upon contract award. Candidates selected through this process may be considered for employment should the contract be awarded to our organization.

ROLES AND RESPONSIBILITIES

• Build and maintain the program's database-first GIS backbone, generating per-site analysis layers, map products, and dashboard content for the full 150-plus site NEXRAD network from a single authoritative data structure.
• Develop and maintain Esri-based or open-source GIS dashboards that visualize incumbents, conflict indicators, 300 km analysis extents, site viability status, and obstruction environments to help the client prioritize sites for physical evaluation.
  
• Integrate and normalize multi-source geospatial data, including USGS 3DEP terrain, FAA facility and obstruction data, FCC licensing data, imagery, building/clutter, and parcel datasets.
• Produce georeferenced obstruction inventories and line-of-sight/beam-blockage support layers from the NEXRAD location, applying the appropriate data quality tier (survey-controlled, field-verified, or desktop regional).
• Establish and apply consistent horizontal and vertical datums, coordinate systems, geoid models, and metadata standards across all geospatial deliverables.
• Ingest field reconnaissance data (georeferenced photography, field notes, and survey geometry) into the GIS dashboard and keep site records current as surveys, frequency measurements, and alternate-siting results are completed.
• Generate standardized, template-driven map and report exports supporting the NEXRAD Site and Spectrum Baseline Report and per-site reuse viability reports.
• Ensure all spectrum and site geospatial data is handled in accordance with Controlled Unclassified Information (CUI) requirements throughout the period of performance.

REQUIRED QUALIFICATIONS

• US Citizenship.
• Bachelor's degree in Geography, GIS, Geospatial Science, Earth/Environmental Science, or a related field (equivalent experience considered in lieu of degree).
• 3+ years of hands-on GIS experience, including data integration, spatial analysis, and cartographic production.
• Proficiency with Esri ArcGIS Pro and ArcGIS Online/Enterprise, and/or open-source GIS tools (e.g., QGIS, PostGIS).
• Experience building and maintaining spatial databases and generating repeatable, template-driven map and report products.
• Working knowledge of coordinate systems, datums, geoid models, and geospatial metadata standards.
• Excellent attention to detail and the ability to document data sources, methods, accuracy, and confidence classifications.
• Working knowledge of Controlled Unclassified Information (CUI) handling requirements.
• Ability to travel occasionally (minimal) to support program activities as needed.

PREFERRED SKILLS

• Experience developing Esri ArcGIS and Open-Source GIS Dashboards, Web Apps, or Experience Builder applications and QGIS. Experience working with FAA, FCC, USGS 3DEP, or other authoritative federal geospatial datasets. Prior experience supporting a federal agency with mission-critical infrastructure or geospatial programs. Experience with GIS/geospatial data platforms (e.g., Open-Source and Esri).
  
• Familiarity with Section 508 accessibility considerations for maps and geospatial products.
• Familiarity with radar systems, telecommunications, or spectrum management concepts.
• Familiarity with terrain-informed line-of-sight, viewshed, or radar beam-blockage analysis.
