JOB SUMMARY

Reporting to the Head of IT Cloud & Hosting Services, the Global Cloud Platform Technical Design Authority (TDA) is the global technical authority responsible for implementation design, technical governance, design assurance, and technical approval of cloud infrastructure services across Belron's AWS and Azure estate. The role provides independent technical oversight across both internally delivered and vendor-delivered infrastructure changes, ensuring all implementations align with approved architecture, technical standards, security requirements, operational objectives, and risk appetite.

The TDA translates approved High Level Designs, reference architectures, and strategic technology direction into implementation-ready Low Level Designs and technical specifications, determining appropriate implementation approaches within established architectural guardrails. The role acts as the primary technical authority for cloud infrastructure implementation decisions and provides expert guidance on complex technical challenges, design exceptions, major incidents, and non-standard requirements.

The role operates as the mandatory technical approval gate for cloud infrastructure changes prior to Change Advisory Board (CAB) review. Technical approval from the TDA is a required prerequisite before changes can progress through the formal change governance process. The role holds delegated authority to approve or block technical designs based on standards compliance, technical risk, security, resilience, recoverability, operational supportability, cost effectiveness, and implementation readiness.

Working closely with Enterprise Architecture, Cloud Architecture, Cyber Security, engineering teams, country IT teams, and managed service providers, the TDA ensures consistent implementation of cloud platform standards whilst driving technical excellence, platform stability, governance maturity, audit readiness, and operational reliability across the global cloud estate.

JOB FUNCTIONS

Essential Functions

Technical Design Authority & Decision Making

• Acts as the global technical authority for cloud infrastructure implementation design across AWS and Azure.
• Translates approved High Level Designs, reference architectures, and strategic technology requirements into implementation-ready Low Level Designs and technical specifications.
• Determines appropriate implementation approaches, design patterns, technical controls, infrastructure configurations, and operational requirements within approved architectural guardrails.
• Makes independent technical decisions relating to implementation design, standards application, technology selection within approved platforms, design exceptions, and non-standard infrastructure requirements.
• Provides authoritative technical guidance during major incidents, complex platform changes, service recovery activities, and significant infrastructure initiatives.
• Reviews technical solutions and validates alignment with functional and non-functional requirements including availability, resilience, disaster recovery, security, observability, supportability, and cost optimisation.
• Escalates material technical risks, unresolved design conflicts, and policy exceptions through appropriate governance channels where required.

Technical Governance & Change Approval

• Operates as the mandatory technical approval gate for all cloud infrastructure changes before progression to CAB.
• Holds delegated authority to approve or block progression of technical changes based on compliance, risk, quality, supportability, security, and implementation readiness.
• Independently reviews and approves technical designs, implementation plans, rollback strategies, verification activities, and supporting change evidence.
• Ensures all infrastructure changes align with approved reference architectures, landing zones, technical standards, security requirements, and operational controls.
• Validates technical risks are identified, understood, documented, mitigated, and appropriately governed before implementation.
• Maintains consistency, traceability, and quality across the global cloud infrastructure change portfolio.
• Produces defensible technical decisions and audit-ready evidence supporting governance, compliance, and regulatory requirements.

Standards Compliance & Platform Assurance

• Enforces adherence to cloud platform standards covering networking, identity, security, segmentation, naming conventions, tagging, observability, backup, disaster recovery, and operational controls.
• Assures alignment with approved AWS and Azure landing zones, reference architectures, engineering standards, security frameworks, and Well-Architected principles.
• Evaluates and governs requests for technical exceptions, ensuring associated risks are clearly documented, understood, and approved through the appropriate governance process.
• Provides subject matter expertise and technical leadership contributing to the evolution of cloud platform standards, governance frameworks, operational controls, and reference patterns.
• Identifies recurring technical issues, implementation risks, and control weaknesses, driving continuous improvement through reusable design patterns, standards enhancement, and automation.
• Ensures solutions remain aligned with security, compliance, resilience, and operational requirements across the global cloud estate.

Delivery Assurance, Vendor Governance & Stakeholder Engagement

• Holds internal delivery teams and managed service providers accountable for implementation against approved Low Level Designs, technical specifications, quality standards, and acceptance criteria.
• Provides objective technical assurance of implementation quality, evidence completeness, operational readiness, and adherence to approved designs.
• Participates in architecture reviews, governance forums, supplier performance reviews, operational reviews, and continuous improvement initiatives.
• Communicates technical risks, implementation options, design trade-offs, governance outcomes, and decision rationale to stakeholders ranging from engineering teams through to senior leadership.
• Maintains audit-ready technical artefacts, design records, implementation documentation, evidence packs, runbooks, governance records, and service documentation.
• Develops productive working relationships with architecture, engineering, cyber security, country IT teams, and managed service partners to ensure effective delivery of cloud platform services.

QUALIFICATIONS

Education

Bachelor’s Degree - Information Technology, Computer Science, Engineering, or equivalent

Master’s Degree - Information Systems, Cloud Computing, or Technology Management

Work Experience

8+ Years - Cloud operations or engineering experience in a regulated change environment (ITIL or equivalent), including substantial hands-on experience producing and reviewing HLDs and LLDs and providing technical design assurance into CAB / change control.

Architecture Governance - Demonstrable experience defining and enforcing technical standards and reference architectures, and assuring designs against non-functional requirements across AWS and Azure.

Vendor / Managed-Service Assurance -nExperience assuring vendor- or managed-service-delivered changes through clear requirements, acceptance criteria, and evidence-based decisions.

Professional Certifications

One or more of the following given strong consideration:

• AWS Certified Solutions Architect – Professional or Microsoft Azure Solutions Architect Expert (AZ-305)
• ITIL v4 (Foundation or higher), with experience in CAB / change governance
• TOGAF or an equivalent enterprise / architecture governance framework
• Cloud security or Well-Architected credential (e.g. AWS or Azure security / well-architected)
• Infrastructure as Code review and controls familiarity (Terraform, Bicep/ARM, or CloudFormation)

KNOWLEDGE, SKILLS & ABILITIES

Knowledge, Skills and Abilities

Technical Design Assurance: Deep expertise reviewing and approving HLDs and LLDs and assuring change quality, risk, rollback, and evidence within CAB / change control, using recognised design-review frameworks such as the AWS and Azure Well-Architected Frameworks.

Cloud Platform Architecture: Strong architecture knowledge across AWS and Azure (networking, identity, compute, storage, monitoring, backup/DR); GCP a bonus.

Standards & Governance: Defining and enforcing technical standards such as naming, tagging, environments, segmentation, identity, backup/DR, and logging and monitoring.

Reference Architectures & Patterns: Designing reusable reference architectures, AWS and Azure landing zones (GCP a bonus), and standard change packs.

Change & Release Governance: ITIL-aligned change control, CAB process, risk assessment, and acceptance criteria.

Vendor / Managed-Service Assurance: Holding suppliers to evidence-based quality, acceptance, and rework reduction.

Risk & Analytical Thinking: Translating business priorities and risk appetite into design decisions and trade-offs.

Stakeholder Communication: Able to explain risk, options, and trade-offs clearly to technical and non-technical audiences up to leadership level.

Resilience & Self-Direction: Highly resilient, strongly self-motivated, and able to work independently with little supervision in a distributed team.

Non-Functional Requirements: Assuring availability, resilience and DR (including RPO/RTO), security, observability, performance, cost, and supportability in designs and changes.

Evidence & Audit-Readiness: Producing defensible, traceable, audit-ready artefacts and evidence packs.

Infrastructure as Code Review: Reviewing and assuring IaC (Terraform, Bicep/ARM, or CloudFormation) against standards and controls, including policy-as-code and IaC scanning to automate guardrail enforcement.

Cloud Security & Compliance: Working knowledge of cloud security controls and frameworks (ISO 27001, SOC 2, NIST; awareness of NIS2 and DORA) to assure secure-by-design.

Continuous Improvement: Turning recurring incidents and problems into standards, patterns, and automation guardrails.

Knowledge Management: Disciplined documentation, runbooks, CMDB / service catalogue, and operational handover.

Bias for Action: Comfortable making decisions and driving outcomes in fast-moving, ambiguous environments.

Travel: Ability to travel as required, with occasional visits to regional offices, data centres, and supplier sites as required.
