Job Description:

Position Overview

The Temporary Lead, Global Registrations, Tax and Compliance is responsible for ensuring operational continuity of Chemonics' global registrations, tax, compliance, and entity governance portfolio during a fixed-term coverage period. Reporting directly to the Vice President, this position oversees the day-to-day management of approved registrations, legal entity governance, tax compliance, transfer pricing, regulatory reporting, and related advisory activities across U.S. and international jurisdictions.

The role serves as the primary coordinator for ongoing compliance and reporting activities, ensuring filing obligations, governance requirements, regulatory deadlines, and stakeholder commitments are met. The Temporary Lead exercises independent judgment within delegated authority, manages routine operational and compliance matters, and escalates long-term, strategic or high-risk matters to the appropriate permanent staff for decision or approval as appropriate. This position works closely with internal stakeholders, external counsel, tax advisors, accounting firms, registered agents, and regulatory authorities to maintain effective compliance operations and support organizational objectives.

The Temporary Lead is responsible for maintaining accurate records, compliance systems, and trackers; advancing approved workstreams; supporting business continuity; and ensuring effective knowledge transfer at both the commencement and conclusion of the assignment.

Responsibilities

  • Lead the day-to-day management of the Global Registrations, Tax and Compliance portfolio, ensuring priorities, deadlines, stakeholder commitments, and compliance requirements are effectively managed.
  • Maintain continuity of legal entity registration, qualification, maintenance, governance, restructuring, rationalization, and closure activities across U.S. and international jurisdictions.
  • Assess registration, governance, tax, and compliance matters and make routine operational decisions within delegated authority while escalating material or high-risk issues when appropriate.
  • Provide recommendations to Growth, New Market, and operational teams on registration strategies, entity structures, tax considerations, compliance requirements, and associated risks.
  • Oversee the preparation, review, and timely submission of U.S. federal, state, local, and international tax returns, information filings, regulatory reports, and supporting documentation.
  • Lead IRS information reporting activities, including Forms 8858, 1042, 1042-S, and related compliance requirements.
  • Coordinate international tax reporting obligations, including Country-by-Country Reporting (CbCR), OECD BEPS initiatives, Pillar Two requirements, and other transparency reporting obligations.
  • Manage approved transfer pricing activities, including intercompany agreements, supporting documentation, benchmarking analyses, and policy implementation.
  • Coordinate tax provision support and uncertain tax position matters, including ASC 740 requirements, in partnership with Finance and external advisors.
  • Oversee government and regulatory reporting requirements, including Bureau of Economic Analysis surveys, Quarterly Financial Reports, Quarterly Services Surveys, Economic Census filings, and other required submissions.
  • Coordinate responses to tax notices, audits, examinations, regulatory reviews, information requests, and compliance inquiries.
  • Maintain Chem Entities and related governance, compliance, and reporting systems to ensure accurate and current information.
  • Coordinate activities with internal stakeholders, external counsel, tax advisors, registered agents, accounting firms, service providers, and regulatory authorities.
  • Provide regular status reporting on completed activities, key risks, upcoming deadlines, and matters requiring management attention.
  • Maintain organized documentation, workpapers, approvals, agreements, correspondence, and transition materials to support business continuity.
  • Support a seamless transition before, during, and after the temporary assignment while ensuring uninterrupted compliance operations.
  • Perform other duties and responsibilities as assigned.

Requirements

  • Bachelor's degree in Taxation, Business Administration, International Business, Corporate Governance, Economics, or a related field.
  • Minimum seven (7) years of progressive experience in global registrations, legal entity management, tax compliance, corporate governance, regulatory reporting, or related compliance functions.
  • Demonstrated ability to independently manage a complex portfolio, prioritize competing demands, and exercise sound judgment in a fast-paced environment.
  • Experience coordinating activities across multiple U.S. and international jurisdictions and working with internal and external stakeholders.
  • Strong knowledge of legal entity governance, regulatory compliance, and U.S. tax compliance requirements.
  • Excellent analytical, organizational, project management, and communication skills.
  • Advanced proficiency in Microsoft Excel and other Microsoft Office applications.
  • Fluent written and spoken English.
  • Demonstrated fluency with AI tools and sound judgment in applying them to streamline workflows, strengthen analysis, and accelerate decision-making — with a clear understanding of ethical use and data-handling implication.

Preferred Qualifications

  • Experience leading or independently managing global registration, governance, tax, or compliance programs.
  • Experience within multinational, international development, government contracting, or similarly regulated environments.
