Government Bid & Proposal Manager

Location: Remote (LATAM)

Schedule: Monday to Thursday, 9:00 AM to 7:00 PM ET (EST) | Friday, 9:00 AM to 1:00 PM ET (EST)

Hours: 40 operational hours per week

English Level: Advanced (C1-C2)

We are seeking an experienced US Government Bid & Proposal Manager to support our Business Development team in identifying, evaluating, and responding to government contracting opportunities throughout the United States.

The ideal candidate will have direct experience supporting U.S. government contracting, public-sector procurement, bid management, and proposal development for federal, state, and local government agencies. Candidates must be familiar with U.S. government procurement regulations, public-sector bidding processes, and proposal requirements.

Key Responsibilities

• Research and identify government contracting opportunities across federal, state, local, education, and defense sectors.
• Evaluate opportunities and determine alignment with the organization's capabilities and strategic objectives.
• Utilize GovWin IQ, SAM.gov, FPDS, USASpending.gov, and other procurement resources to identify relevant opportunities.
• Build and refine search strategies using agencies, NAICS codes, keywords, contract vehicles, and procurement criteria.
• Monitor procurement platforms and government websites for upcoming solicitations, RFPs, RFQs, RFIs, and contract opportunities.
• Research government agencies, incumbent contractors, competitors, and historical contract awards.
• Analyze procurement data, contract history, and market trends to support business development efforts.
• Maintain opportunity pipelines, tracking systems, and research databases.
• Prepare opportunity summaries and recommendations for stakeholders.
• Support proposal development activities, including administrative sections, company qualifications, capability statements, and proposal narratives.
• Assist in bid/no-bid decisions based on strategic fit and probability of success.
• Contribute to the continuous improvement of opportunity identification and qualification processes.

Required Qualifications:

• 2+ years of experience supporting U.S. government contracting, procurement, proposal development, capture management, business development, or bid management activities.
• 2+ years of experience researching and qualifying U.S. government contracting opportunities.
• Demonstrated experience with U.S. federal, state, or local government procurement processes.
• Experience supporting bids, RFPs, RFQs, and government proposal submissions in the United States.
• Strong understanding of U.S. public-sector contracting requirements, regulations, and procurement practices.
• Excellent research, analytical, and opportunity qualification skills.
• Advanced Excel and/or Google Sheets skills.
• Advanced English communication skills, both written and verbal.
• Ability to work independently in a remote environment with minimal supervision.

Preferred Qualifications:

• Bachelor's degree preferred but not required.
• Experience using GovWin IQ.
• Experience working with:
• SAM.gov
• USASpending.gov
• FPDS
• Other U.S. government contracting and procurement databases
• Experience supporting organizations serving federal, state, or local government clients.
• Experience maintaining CRM systems and opportunity pipelines.
• Experience analyzing procurement data and contract award history.

Important Requirement

Candidates must have prior experience working with U.S. government contracting opportunities, public-sector bids, and proposal processes. Experience with government procurement outside of the United States will not be considered a substitute for this requirement.
