Job Description and Position Summary:
The RHTP Project Lead is the dedicated lead for the organization's Rural Health Transformation Program award. This grant-funded role manages the broad scope of the project, including the $6.6M Year 1 budget and the multi-year work plan, and coordinates sites, project partners, and internal departments to deliver on RHTP commitments. The Lead tracks milestones and outcomes, owns program reporting, and works closely with executive leadership, directors, and other project managers. Success in this role takes strong project management discipline and the ability to communicate clearly and build alignment at the executive level.
Key Responsibilities
Program leadership and work plan
- Manage the scope, timeline, and work plan for the RHTP award, including the Year 1 plan and the multi-year work plan.
- Translate award requirements and commitments into project plans, workstreams, owners, and deadlines.
- Lead regular project meetings and maintain a current, single view of project status for leadership.
- Manage scope and change, escalating decisions that affect deliverables, budget, or timeline.
Budget and spending alignment
- Manage the Year 1 budget of $6.6M and the multi-year budget, with authority to approve program spending within the approved work plan and budget.
- Review and approve program expenditures, confirming that costs align with the work plan, award terms, and allowable cost requirements. Route expenditures above the threshold to the Senior Director for approval.
- Track planned versus actual spending and spend-down, and flag projected variances, under-spending, and needed reallocations early to the Senior Director and the Director of Grants.
- Recommend budget modifications and reallocations, and work with the Director of Grants to obtain any required funder approval.
- Partner with the Director of Grants and Finance, who retain fiscal monitoring, invoice approval, and compliance review.
Site and partner coordination
- Coordinate project sites and partners, clarifying roles, expectations, timelines, and deliverables.
- Serve as the main point of contact for sites and partners on implementation questions and issues.
- Support partner onboarding and agreements, and conduct regular check-ins and subrecipient monitoring, as required by the award.
- Travel to sites and partner locations as needed to support implementation.
Cross-department and executive engagement
- Work closely with all departments, such as clinical, operations, finance, technology and data, human resources, and compliance, to integrate RHTP activities into daily operations.
- Collaborate with other organizational project managers, including the Grants Project Manager, to align cross-program work and avoid duplicated effort.
- Communicate regularly with directors and executive leadership, preparing concise updates, dashboards, and briefings that support decisions.
Milestones, outcomes, and reporting
- Track milestones, deliverables, and outcomes against the RHTP work plan and performance measures.
- Own program reporting: coordinate data collection, prepare required reports for the funder, and ensure they are accurate and submitted on time.
- Maintain organized records of reports, supporting data, and decisions to keep the program audit-ready.
- Coordinate with the Director of Grants on funder communications.
Risk, compliance, and escalation
- Maintain a risk and issue log, identify risks to deliverables and timelines early, and follow the established escalation workflow.
- Ensure program delivery remains consistent with award terms and federal requirements, coordinating with the Director of Grants and legal counsel as needed.
Sustainability and transition planning
- Support planning to sustain successful RHTP activities beyond the award period, including documenting lessons learned and working with the grants team to identify future funding opportunities.
