Head of Proposals & Content

Lead the content engine behind Voi’s most important city tenders. Build the team, standards, and assets that turn complex requirements into compelling submissions across Europe.

YOUR MISSION AT VOI

As Head of Proposals & Content, you will lead the Proposal & Content function within Voi’s Tender Enablement team. You will be accountable for the quality, consistency and persuasiveness of Voi’s tender content across the full portfolio, making sure every submission is clear, compelling and tailored to the needs of cities.

This is a leadership role where you will set the content strategy, build and develop a team of proposal writers and managers, own Voi’s writing standards and tone of voice, and turn our content library and intelligence into strategic assets. You will work closely with Commercial & Bid Strategy, Tender Governance & PMO, Design, local teams and subject-matter experts to ensure Voi’s tender content is delivered at scale, bid after bid, to a standard that keeps rising.

In this role, you will:

• Own the Proposal & Content function, including its strategy, standards, ways of working and portfolio-wide content quality.

• Build, lead and develop a team of Proposal & Content Managers and writers, including hiring, coaching, work allocation and quality development.

• Own capacity and resource planning across live and upcoming tenders, balancing effort against priority, deadlines and win probability.

• Set and champion Voi’s tone of voice and writing standards as the final editorial authority for tender content.

• Own document control and quality delivery at function level, including version management, quality gates and consistency standards.

• Build and maintain Voi’s in-language delivery capability across non-English markets through local writers, partners and clear processes.

• Own and continuously improve Voi’s tender content library and intelligence, making sure every submission starts from a stronger base.

• Personally lead the content and writing for Voi’s most strategic and high-stakes bids.

• Partner with Commercial & Bid Strategy to translate win themes and USPs into a consistent narrative approach across the portfolio.

• Work with Tender Governance & PMO on timelines, processes and quality gates so content production and tender delivery run smoothly together.

• Turn scoring outcomes, evaluator feedback and competitor insight into improvements in how Voi writes and bids.

WHAT YOU NEED TO EMBARK

We are looking for an experienced proposal and content leader who combines excellent writing judgement with the ability to build teams, processes and scalable ways of working. You know how to lead through influence, raise quality across a portfolio and turn complex inputs into a clear and persuasive narrative.

To succeed in this role, we believe you have:

• 8-10 years of experience in bid or tender writing, proposal management or content leadership, ideally within public sector or B2G environments.

• Significant experience owning bids, proposal content or a content function end to end.

• Proven experience building, leading and developing writing or proposal teams.

• Excellent written English; additional European language skills are a strong asset.

• A track record of managing multilingual content delivery across markets.

• Experience building, owning and improving tender content libraries, knowledge management assets or reusable proposal content.

• Strong understanding of public procurement processes, evaluation criteria and compliance requirements.

• Experience influencing senior stakeholders across central and local teams.

• The ability to set clear editorial standards, coach others and act as the final authority on written quality.

• A background in micromobility, urban mobility or transport is a plus.
