Overview
BerryDunn is seeking a Senior Consultant with human services policy, program, and compliance experience to join our State Government Practice Group. This role will serve as a Human Services Policy Lead supporting our Guam client and will work closely with the engagement team to help the client strengthen policy, improve operations, and maintain alignment with federal requirements.
As a Senior Consultant, you will bring strong policy research and analysis skills, sound judgment, and the ability to translate complex requirements into practical, client-ready guidance. You will be comfortable working directly with clients, facilitating conversations with diverse stakeholders, and developing high-quality written deliverables that support decision-making, compliance, and program implementation.
In this role, you will provide human services policy subject matter expertise on BerryDunn projects, with an initial focus on our Guam engagement. You will research and interpret federal laws, regulations, and guidance; assess potential impacts to client programs and operations; draft policy and procedure manuals; support federal waiver requests and policy options; and prepare concise client briefs, decision documents, standard operating procedures, implementation materials, and other deliverables. You will work alongside project managers, business analysts, Medicaid policy experts, and implementation leads to helping clients move from policy direction to practical action.
The ideal candidate will have 6+ years of experience working with or for state, territory, or local government agencies responsible for human services programs, such as Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Child Support, Child Care, homelessness services, behavioral health, or related programs. State or territory-level human services policy experience is preferred. The right candidate will be client-focused, collaborative, detail-oriented, and comfortable working in complex public sector environments. Experience with public health programs and policies, business development, proposal writing, and staff development is a plus.
This position may be based in one of BerryDunn’s office locations or remote and will report to the HHS Practice Area Lead Principal. This role will collaborate closely with Guam engagement leadership, the Medicaid policy lead, and cross-functional BerryDunn team members supporting Medicaid, public health, human services, systems, data, process improvement, and implementation workstreams.
Travel Expectations: Travel may range up to 50% depending on client and project needs.
You Will
- Serve as a human services policy subject matter expert on BerryDunn projects supporting state, territory, and local HHS agency clients
- Lead the human services policy workstream for the Guam engagement in close coordination with Guam engagement leadership, the Medicaid policy lead, and cross-functional project team members
- Research, interpret, and summarize federal laws, regulations, and sub-regulatory guidance to identify potential impacts to client programs, operations, policies, and compliance obligations
- Draft, review, and update policy manuals, procedures, desk guides, job aids, client briefs, and decision documents that translate complex requirements into clear, actionable guidance
- Assess how federal and territorial policy changes may affect client programs and recommend practical implementation considerations, risks, dependencies, and next steps
- Support development of federal waiver requests, policy options, standard operating procedures, program implementation plans, training materials, and other client-facing materials
- Facilitate meetings, interviews, and working sessions with client stakeholders with confidence, professionalism, and a focus on practical outcomes
- Lead and support project delivery on time and within budget, including managing assigned tasks, supporting staff, and overseeing development of high-quality deliverables
- Communicate project status, risks, issues, and recommendations clearly to project teams, client leadership, and other stakeholders
- Serve as a trusted advisor to clients by bringing curiosity, accountability, sound judgment, and a commitment to helping clients solve complex challenges
- Maintain a strong focus on quality and consistency in accordance with BerryDunn’s Consulting Quality Management Program

You Have
- A bachelor’s degree in human services, public health, social services, public policy, public administration, or related field
- 6+ years of experience working with or for state, territory, or local government agencies, preferably in human services or HHS policy, operations, compliance, or implementation
- Knowledge of human services programs, policies, services, and federal compliance requirements
- Experience researching and interpreting federal laws, regulations, and guidance and translating findings into client-ready policy recommendations, briefs, manuals, procedures, or implementation materials
- Strong written communication skills, including the ability to explain complex issues clearly, concisely, and logically for a variety of audiences
- Strong verbal communication and presentation skills, including the ability to facilitate discussions and communicate recommendations to client and project leadership
- A client-focused mindset and the ability to build and sustain positive working relationships with staff, clients, and diverse stakeholders
- Demonstrated ability to lead workstreams, support project teams, and manage competing priorities while delivering quality work on time
- Strong attention to detail, sound judgment, and the ability to balance immediate project needs with broader program and policy goals
- Effective project management and organizational skills, including the ability to remain calm, focused, and solutions-oriented during busy or challenging periods
- Interest in coaching, mentoring, and supporting the development of junior team members
- Ability and willingness to work Guam business hours as needed to support client meetings, stakeholder engagement, project deadlines, and team collaboration
- Proficiency with Microsoft Office tools, including PowerPoint, Excel, Word, Project, and Visio
Compensation Details
The base salary range targeted for this role is $80,000 - 135,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications more than the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
