Health & Safety Inspector ( Energy Retrofit Projects)

Role Overview

The Health and Safety Inspector will support the safe delivery of Multi Measure & Single Measure energy retrofit projects across the company’s residential (private & social housing projects) and SME Commercial operations.

In this role, you will be responsible for ensuring that all projects (deep retrofits & single measure), including insulation upgrades, heat pump installations, and solar PV deployments etc. adhere strictly to occupational health and safety legislation, industry codes of practice, and company policies.

The role will involve supporting project engineers in fulfilling H&S duties of Designers & PSDP, carrying out site inspections (scheduled and unscheduled), monitoring contractor, PSCS & PSDP compliance (direct staff & contractors), supporting risk assessments, promoting safe working practices, and ensuring that all retrofit works are delivered in line with Irish health and safety legislation, company procedures, SEAI quality expectations, and construction best practice.

Key Responsibilities

Inspections & Audits

• Conduct regular, unscheduled, and formal safety inspections across multiple active domestic (One Stop Shop / Better Energy Homes) and SME commercial retrofit project sites.
• Identify hazards, unsafe practices, and non-compliances, and ensure corrective actions are agreed, recorded, followed up, and closed out within agreed timelines.
• Monitor compliance with safety legislation, company safety policies, and specific Method Statements / Risk Assessments (RAMS).
• Inspect safety-critical equipment, including scaffolding, working-at-height setups, electrical equipment, and appropriate use of Personal Protective Equipment (PPE).
• Inspect site documentation, including safety statements, RAMS, contractor insurance, training records, Safe Pass, manual handling, working at height, and equipment certification.

Compliance & Documentation

• Support the development, implementation and adoption of safety related policies & SOP’s.

• Maintain meticulous records of all site audits, corrective action notices, and close-out tracking for the purposes of statistical analysis, reporting, contractor performance assessment and CAPA (Corrective Action & Preventive Action).
• Reviewing subcontractor Safety Statements, insurance verifications, RAMS and training records at on-boarding and review stages.
• Support project engineers in the preparation and review of preliminary H&S plan documentation, including site-specific safety plans where required.
• Support / Advise project engineers on H&S Safety Data required for Safety File handover to client & regulatory bodies.
  
• Support project managers, retrofit coordinators, contractors, and site teams in embedding safe systems of work throughout the retrofit project lifecycle.
• Provide clear site inspection reports and communicate findings to relevant internal & external stakeholders and contractors.
• Promote a positive health and safety culture across all teams and contractors through coaching, toolbox talks, and practical guidance.
• Liaise with contractors, subcontractors, homeowners, and internal teams to ensure safety standards are maintained while minimising disruption to customers.
• Keep up to date with relevant Irish construction safety legislation, HSA guidance, SEAI programme requirements, and retrofit industry best practice.
• Contribute to continuous improvement of company health and safety systems, inspection templates, contractor onboarding processes, and audit procedures.
  

Incident Response & Reporting

• Carry out incident, near-miss, and accident investigations, prepare reports, identify root causes, and recommend preventative actions.

• Provide immediate feedback and formal documentation to the Head of Health & Safety to ensure preventative measures are rapidly implemented.
• Educate employees and contractors through on-the-spot advice and tool-box talks to continually improve the on-site safety culture.

Training

• Advise on H&S Training requirements
  & improvements for employees.
• Develop and deliver training to employees related to company safety policies & procedures.
  
  

Experience and Qualifications

• • Relevant qualification QQI Level 6 or Higher in Occupational Health and Safety, Construction Safety, Engineering, Building Services, or a related discipline.
  • Minimum of 2–3 years’ experience in a health and safety, site inspection, construction, facilities, retrofit, or building services environment.
  • Strong understanding of Irish health and safety legislation and construction site safety requirements.
  • Experience working with contractors and subcontractors in a site-based environment.
  • Knowledge of residential retrofit measures such as insulation, heat pumps, solar PV, ventilation, airtightness, and domestic construction works is desirable.
  • Safe Pass and Manual Handling certification required or willingness to obtain prior to site work.
  • Specific knowledge of Working at Height & Electrical safety, , incident investigation & training would be advantageous.
  • Experience in development, implementation and operation of formal safety management systems (e.g. ISO 45001 or equivalent) would be an advantage.
  • Full clean driving licence and willingness to travel to project sites nationwide.
