Health, Safety & Quality Specialist

Role Overview

The HSEQ Specialist will report to the Head of Health, Safety and Quality and support the development, implementation and continual improvement of the company’s Quality, Safety and Environmental management systems. The role will initially focus on strengthening the Quality Management System to support ISO 9001 certification, while developing Safety and Environmental systems aligned to ISO 45001 and ISO 14001 principles. Over time, these systems will be brought together into a practical Integrated Management System (IMS).

The company operates across domestic and SME commercial energy retrofit, solar PV, EV charging, heat pump and related minor construction works. Projects include private and social housing retrofit schemes, single-measure installations and SME commercial works.

The role will help ensure projects are delivered safely, compliantly and to the required quality standards from initial lead stage through to completion.

The successful candidate will work closely with customer service, operations, project management, technical and contract management teams to ensure compliance with Irish health and safety legislation, SEAI requirements, industry best practice, internal procedures and recognised management system standards.

Key Responsibilities

Safety Management System

• System implementation: Develop, implement and maintain a practical Safety Management System aligned to ISO 45001 principles and suited to business operations.
• Risk assessment and RAMS: Develop and maintain processes for creating, reviewing and improving risk assessments and method statements, with particular focus on working at height, electrical installations, solar PV, battery storage, EV chargers and other hazardous works.
• Contractor safety: Develop systems for reviewing and controlling contractor health and safety risks.
• Incident management: Maintain processes for investigating accidents, dangerous occurrences and near misses, ensuring findings are translated into corrective and preventive actions.
• Training and induction: Deliver safety inductions and process training to support consistent use of company procedures.
• Drive continual improvement of safety procedures, risk controls and documentation across company activities.
• Establish clear roles, responsibilities and escalation processes for health and safety across office, field, survey, installation and contractor activities.
• Monitor safety performance and compliance through inspections, audit schedules, incident trends, leading indicators and corrective action closure.

Quality Assurance and Compliance

• Standards and compliance: Ensure operations align with ISO 9001, ISO 14001 and ISO 45001 principles, SEAI requirements and applicable internal procedures.
• Subcontractor quality: Support the onboarding, audit and periodic review of subcontractors to ensure HSEQ standards meet company requirements.
• Handover and certification: Oversee quality sign-off for completed retrofit, solar PV and related projects, ensuring compliance documentation and client handover packs are complete.
• Support continual improvement of the Quality Management System and progress toward ISO 9001 certification.
• Ensure works are delivered in line with relevant SEAI scheme requirements, technical standards, internal quality procedures and customer expectations.
• Plan and coordinate quality audits, site inspections and pre-submission checks to support grant compliance and reduce rework.
• Work with project managers, surveyors, technical advisors and installers to identify quality risks and implement effective preventative controls.
• Monitor non-conformances, customer complaints, inspection outcomes and audit findings, ensuring corrective and preventive actions are implemented and tracked.
• Contribute to quarterly reviews, annual audits and internal governance processes relating to operational quality and compliance.

Environmental Management

• Waste management: Support policies and procedures for managing site waste, including construction materials, heating systems and solar components, across direct and contracted operations.
• Sustainability and carbon footprint: Assist in monitoring environmental impact and promoting resource-efficient practices across projects and business activities.

Contractor and Stakeholder Management

• Support contractor onboarding, approval and performance monitoring from a health, safety, quality and environmental perspective.
• Ensure contractors understand and comply with company safety rules, quality standards, environmental policies, project requirements and reporting obligations.
• Act as a key point of contact for health, safety and quality matters with internal teams, contractors, auditors, regulatory bodies and external stakeholders.
• Provide practical advice to managers and project teams on process improvement, SOPs, quality expectations and compliance obligations.

Key Skills and Competencies

• Strong knowledge of Irish health and safety legislation and practical construction safety requirements.
• Experience developing, implementing and maintaining quality, safety and environmental management systems, ideally aligned to ISO standards.
• Understanding of ISO management systems, audit processes, corrective actions and continual improvement.
• Ability to interpret technical, compliance and regulatory requirements and translate them into practical operational controls.
• Strong communication and influencing skills, with the ability to engage office-based, site-based and contractor teams.
• Excellent attention to detail, documentation management and report-writing skills.
• Confident in carrying out audits, inspections, incident investigations and risk assessments.
• Practical, solution-focused approach with the ability to balance compliance, safety, quality and operational delivery.

Qualifications and Experience

• Relevant qualification in Occupational Health and Safety, Quality Management, Construction Management, Engineering or a suitable related discipline.
• A health and safety management qualification and relevant practical experience is desirable.
• Experience in an HSEQ or compliance role, ideally within construction, retrofit, renewable energy, housing, building services or a related sector.
• Experience with certified or formal management systems, internal audit programmes, contractor management, incident investigation and CAPA processes.
• Knowledge of SEAI retrofit schemes, One Stop Shop operations or domestic retrofit delivery is highly desirable.
• ISO 45001 lead auditor or internal auditor training is desirable.
• ISO 9001 quality management experience or audit training is an advantage.
• Full clean driving licence and willingness to travel to project sites as required.
